Research On Water Resources Management Under The Background Of Water Saving Society Construction

Faced with the complicated and severe situation of water resources,our country explores and promotes the construction of water-saving society,and constantly improves this idea in practice.But with the continuous progress of economy and society,the gap of water resources is increasing day by day,and the contradiction between supply and demand is becoming more and more prominent.Therefore,under the background of promoting the construction of watersaving society in an all-round way,we should study water resources management,so as to further improve the level of water resources development,utilization,conservation and protection,effectively reverse the situation of inefficient use and over-exploitation of water resources,effectively change the form of economic growth,and promote the synergy between economy and society and water resources and water environment Development is of great significance.This study takes water resources management in Taishun county of Wenzhou city as an example,based on the background that the county is comprehensively promoting the construction of water-saving society,summarizes the research status of water resources management at home and abroad through the literature research method,and defines the related core concepts of water-saving society construction,water resources management and so on.Through the field investigation and interview method,the present situation of water resources,water resources management measures and results of Taishun County are systematically grasped.Through analyzing the current situation of water resources management,it is concluded that there are still weak links in water resources management in Taishun county,the benefit of water resources development and utilization is not high,the pressure of water resources engineering management is great,and the water resources management is great The main reasons for these problems are the imperfect organization system of water resources administration,the unbalanced development and utilization of water resources,the imperfect management mechanism of water resources engineering,the single means of water resources economic management and the implementation of water-saving management measures.On the basis of problem analysis,using the theory of public goods,the theory of optimal allocation of water resources,the theory of effective decision-making model of public participation,and combining with the practice of Taishun,the author puts forward some ideas and countermeasures to perfect the water resources management in Taishun County: first,perfect the water resources management system which is led by the government,including perfecting the water resources management system Second,establish market-oriented water resources management mechanism,put forward proposals to improve the price leverage mechanism and establish the principal-agent incentive mechanism for water resources engineering;third,based on regional characteristics,put forward proposals to formulate a matching special plan for hydro-tourism resources to improve the efficiency of water resources development and utilization;fourth,implement the system,assessment,science and technology,funds and other water-saving social construction safeguard measures;fifthly,focus on information construction,accelerate multi-sector interconnection and data resource sharing,while doing a good job of training professionals.This study extends the scope of the study to county administrative regions,enriches the idea of simultaneous promotion of water resources management at the prefectural and county levels,also enriches the domestic research cases of water resources management in mountain counties such as Taishun,and also provides ideas and countermeasures to promote the solution of water resources management problems in Taishun County,and provides theoretical support for improving the water resources management level of similar mountain counties.
