The Use Of Artificial Intelligence In The U.S. Navy And Its Implications For Marine Security

The acceleration of the development of artificial intelligence technology by the U.S.government and military comes from the tremendous ability of artificial intelligence to traditional military processes,and also from the promotion of the operation of the domestic military-industrial complex.At the same time,the traditional strategic thinking of technological victory and the need to shape the maritime military advantages of other great powers are also important driving factors.Of course,there are still multiple obstacles to the use of artificial intelligence in the U.S.Navy.First,the deficiency of naval AI research bureaucracy;Second,the defects of artificial intelligence technology itself are still uncertain.Third,the coordination and functioning of AI cooperation between the US navy and its Allies is not smooth.The development trend of artificial intelligence application in the US Navy will directly or indirectly disturb the maritime security situation and pose risks to both traditional and non-traditional maritime security.In terms of traditional maritime security,the maritime militarization of artificial intelligence makes the spatial scope of maritime security threatened by military forces become threedimensional,undermines maritime strategic stability,intensifies maritime arms race among countries,intensifies maritime game and confrontation atmosphere,and worsens regional maritime security situation.In terms of non-traditional Marine security,autonomous weapon systems have aroused ethical concerns,the legal applicability of Marine unmanned equipment has been controversial,and Marine data is easy to be stolen and harm Marine security.In view of the development trend of artificial intelligence in the US Navy and the impact on Marine security,this paper explores ways to cope with the militarization of artificial intelligence in the ocean at the international and domestic levels.At the international level,the role of artificial intelligence in global maritime security governance should be strengthened,and China and the United States should actively control military issues related to artificial intelligence.At the domestic level,it is necessary to implement the militarycivilian integration development path,lay a solid foundation for the advancement of artificial intelligence technology in the Marine field,explore the new quality of artificial intelligence Marine combat forces,develop and lead the new Marine combat concepts of artificial intelligence,improve the Marine situation awareness capability based on artificial intelligence,develop"responsible" artificial intelligence,and leave possibilities for Marine crisis management.
