The Study On Related Of Marine Function Zoning In China Based On Marine Ecological Security

China has carried out the national marine function zoning for four times.Many provinces also formulate marine function zoning for two times. In general, the marine function zoning in our country has been mature. It can effectively solve the problem of the exploitation and utilization in the sea and protect the marine ecological environment. However, due to the restriction of the "function", marine function zoning in China is still a way of ecological protection in the exploitation. It is economic-oriented, rather than ecology-oriented. The marine function zoning based on marine ecological security starts from ecology-oriented, and optimizesin aspectof the goal, the principle, the subject and the procedure.It also optimizes and adjuststhe classification system of themarine function zoning,zones marine disaster areareasonably andimproves zoning security system. Theymake the marine function zoning really become a division way of sustainable developmentin the protection.Firstly, this article describes the concept of marine ecological security, which includes not only the security of marine ecosystem, but also the security of marine environment-economy-society ecosystem. Marine ecological security based on the stability of marine ecosystem and with the requirement of making marine safe against marine disasters threat. It is Marine ecological security is holistic, dynamic and hysteretic. It emphasizes safe process and consists of the content of involvement of multiple subjects. It emphasizes on sustainable development. Secondly, marine function zoning of our country has developed more and more mature since the end of 1980s.It includes the national marine function zoning and the marine function zoning of province, city and county. However, it exists some problems in the actual process inevitably because it is basically not marine ecological security-oriented. For example, economy-oriented rather than ecological security-oriented, the contradiction between single function and multiple function, lack of adaptive reaction to the development of division, the lack of substantial public participation, imperfect zoning process and lack of consideration on marine disasters. Thirdly, this article proposes to optimize the marine function zoning from the aspect of content and process from the perspective of marine ecological security, considering the problem of it exists. The fundamental goal of the marine function zoning is to coordinate the marine ecosystem protection and economic development and pay more attention to ecological security, while clear the goals marine ecology protection, marine resources exploitation and marine comprehensive remediation; relocating that the principle of marine function zoning contains priority of marine ecology, coordination, compatibility, prospect and public participation; encouraging the multiple subjects to participate in it in order to make sure the equity and appropriateness of zoning; optimizing it during its stage of preparation, formulation, implement, enforcement, supervision and assessment in order to maintain marine ecological security, to ensure that the whole process of zoning compliance with the requirements safety of marine ecological security. Lastly, this paper proposes three rational suggestions on marine function zoning. To adjust the zoning classification system through expanding the proportion of marine protection zone and optimizing the layout of the port area; to make marine disaster as important factors of function zoning and to zone shoreline erosion areas and other disaster areas reasonably. To establish a sound security system to guarantee the marine function zoning:improving the legal system construction, improving ecological compensation mechanism of the functional areas, promoting technical support system, popularizingecological protection awareness of zoning.In the background of rapid development ofthe marine economy, improving some problems of existing function zoning based on the idea of ecological security can protect marine ecosystem healthy and stable at largeextent and promote the development of marine environment and economy and society all. Therefore, we should improve the marine function zoning based on the present zone and develop it to the direction of marine ecosystem security effectively.
