Research On Xi Jinping’s Important Discourse On Biosafety

With the rapid development of the times and society,the connotation of national security has changed significantly compared with that of the past,and its spatial and temporal fields have been broadened and its theoretical scope has been extended.In general,national security presents the important characteristics of traditional and non-traditional security intertwined with each other,and the status of non-traditional security represented by biosecurity is increasingly prominent in the national security system,and biosecurity has developed into a major global security in the 21 st century.Since the 18 th National Congress of the Communist Party of China,Xi Jinping has attached great importance to the construction and development of biosecurity in China,and has made a series of important speeches and instructions around national biosecurity.These speeches are rich in connotation and far-reaching,and their theoretical ideas have been enriched and developed in practice,thus gradually forming Xi Jinping’s important discourse on biosecurity.Based on the existing research results in the academic field,this paper takes Xi Jinping’s important discourse on biosecurity as the research object,and uses literature research method and comparative research method to sort out and study this important discourse in a more systematic way.Firstly,through the definition and interpretation of relevant concepts,focus on the formation basis of Xi Jinping’s important discourse on biosecurity.The theoretical basis of Xi Jinping’s important discourse on biosecurity is Marxism and Sinicization of Marxism thought on biosecurity,and the relevant concepts in the excellent Chinese traditional culture;The new environment of the unprecedented changes in a hundred years,the new requirement of integrating development and security,and the new situation of biosecurity development at home and abroad are the realistic background of Xi Jinping’s important discourse on biosecurity.Secondly,the important contents of Xi Jinping’s important discourse on biosecurity are elaborated in a more systematic way.By summarizing Xi Jinping’s series of new ideas,perspectives and assertions on national biosecurity construction and development,Xi Jinping’s important remarks on biosecurity are summarized into three aspects from a macro perspective: First,the strategic status of biosecurity.Xi Jinping emphasized that biosecurity is a major national security that concerns national security and development,affects the general situation and stability of society,and threatens the survival and development of human beings.Second,the working principles of maintaining national biosecurity.Must adhere to the important principles of people-oriented,risk prevention,classification management and synergistic cooperation.Third,the strategic initiatives to safeguard national biosecurity.Xi Jinping adheres to the problem-oriented and large system concept,and gives in-depth thoughts and answers to the path of safeguarding national biosecurity from various aspects such as leadership core,system design,scientific and technological support,legal system reliance,and international cooperation.Finally,by analyzing the main contents of Xi Jinping’s important discourse on biosecurity,summarizing the contemporaneity,affinity to the people,innovativeness and practicalness it contains,and then reveal the contemporary value of Xi Jinping’s important discourse on biosecurity.At the theoretical level,it not only promotes the deepening development of the Communist Party of China’s biosecurity thought,but also further enriches Xi Jinping Thought on socialism with Chinese Characteristics for a New Era;at the practical level,it not only provides strategic guidance to promote national biosecurity governance,but also helps to enhance China’s international discourse in the field of biosecurity and contributes Chinese wisdom and Chinese solutions to maintain world biosecurity.
