Research On China’s Biosecurity Risks And Countermeasures From The Perspective Of The Concept Of Holistic National Security

Since the founding of the People’s Republic of China,my country’s definition of the connotation and extension of national security has continued to expand upon the development and changes of domestic and foreign environments,and the understanding of national security has also gradually evolved into the continuous practice of maintaining national security.Formed a logically connected but differentiated concept of national security.Although peace and development are still themes in today’s world,with the development of the times,the risk factors threatening national security are also gradually increasing.The national security concept has also changed from the traditional security concept with military politics as the core of the past to the overall national security concept with the combination of traditional security and non-traditional security.Since entering the 21 st century,the rapid development of emerging science and technology.Mankind is ushering in a new round of biotechnology revolution characterized by the analysis of the essence of life and the cross integration of technology.Various emerging technologies are widely infiltrating into the fields of human politics,economy,ecology,military and security,and the resulting double-edged sword effect is becoming more and more prominent.While bringing benefits,they also bring new threats and challenges about the country and even the whole mankind.Moreover,COVID-19 outbreak of a new crown pneumonia outbreak of the world is a serious threat to human survival and development by major infectious diseases and biological safety risks.Compared with other areas of security,once a biosecurity incident breaks out,it will not only damage the life and health of individuals,but its impact may rise to ethnic groups,countries,and even the world,which is actually related to national security and human security.Biosecurity has not only become a key area of national security,but also an emerging area of competition and games between major powers.It will also become a major research topic that the world needs to face together.In this context,General Secretary Xi Jinping has repeatedly emphasized that biosecurity is an important part of the overall national security and incorporated it into the national security system.This not only marks the party’s latest research and judgment on the overall national security situation at this stage,but also opens a new journey of my country’s biosecurity system construction.This research chooses the perspective of the overall national security concept,comprehensively uses literature research method,multidisciplinary research method and case study method to explore the internal logic of biosecurity in the national security system,risks and challenges faced by biosecurity and countermeasures.This study adheres to the problem orientation,highlights the combination of theory and practice,and makes a systematic study on the theoretical and practical problems of biosafety from the aspects of conceptual theory,case analysis and countermeasure research.First,the related concepts of biosecurity and overall national security are sorted out,the evolution and development of my country’s national security concept is systematically sorted out,and divided according to different stages,focusing on analyzing the internal logic of biosecurity into the national security system.Secondly,it combs and summarizes the main contents,main characteristics,risks and challenges about biosafety.Third,based on actual cases,analyze the typical case of COVID-19 prevention and control,focusing on the nature,impact and relationship with biosecurity.At last,the implementation path of the biosafety road to Chinese characteristics is summarized from the key aspects of strengthening the party’s unified leadership,governance system,governance capacity and international cooperation.
