| With the change of global climate and the increase of population, human disturbance to nature has caused a series of water problems such as shortage of water resources, serious water pollution,over-exploitation of groundwater, etc.,which seriously restricts the economic and social development of the county. The background conditions of water resources in the northern region are poor. For a long time, humans have used excessive water, which has led to more and more serious water problems in the northern region. How to eliminate the constraints of sustainable development of water resources in northern counties has become a hot and difficult issue in current water resources research, and maintaining a healthy social water cycle in counties is the key to solving a series of current water problems. This paper selects a typical county that is water-scarce in northern in China—Wei County,Handan City,Hebei Province as the research area, and conducts a health evaluation of the social water cycle in the county from 2010 to 2019,and then analyzes the county evaluation results. The main research contents are as follows:(1)The path of water cycle in counties was studied, and from the process of water cycle and existing concepts, expounding the connotation of the county’s healthy social water cycle through five sub-processes: water source, water supply, water use, drainage and reuse, which is,the water source is of high quality and sufficient quantity, the water supply is efficient and scientific, the water consumption is balanced and saved, the drainage is fast and clean, the reuse rate is high and the reuse is diverse..(2)The article is based on the connotation of the county’s healthy social water cycle, from the five sub-processes of water source, water supply, water use, drainage and reuse,16 evaluation indicators such as water quality assurance degree, water quality compliance rate, and water source diversity were selected to establish the North The county social water cycle health evaluation index system;the weight of the evaluation index was calculated by the analytic hierarchy process and the combined weighting method, and the weight results were compared and analyzed;referring to the relevant norms, standards and research results,a set of indicators suitable for northern counties was established.Indicator threshold;using the comprehensive index method based on analytic hierarchy process and the fuzzy comprehensive evaluation method based on combination weight, the scores of indicators, dimensions and goals were calculated, and the social water cycle health evaluation model of northern counties was established.(3)The evaluation results show that the average health status of Wei County in the10-year period calculated by the comprehensive index method based on AHP and the fuzzy comprehensive evaluation method based on combined weights is consistent, showing a "general" state, and the year-to-year improvement. Most of the health status remains at the same level. At the same time, the evaluation results obtained by the two methods show that the trend is basically the same year by year, showing a slow downward trend in 10 years. It shows that the results obtained by the two methods for the health evaluation of the county water cycle are consistent, and it further shows that the two methods can be used for the health evaluation of the county water cycle, and the evaluation results obtained are relatively reliable. |
