Study On Flood Management Experience And Mechanism In China

economic development level and scientific and technological level,the people’s ability to prevent and resist disasters has been gradually improved.Through the study of flood control under the improvement of China’s legal system for natural disaster relief ensures the standardization and specialization of emergency relief work.The formation of the normal and independent emergency management system has improved the comprehensive coordination ability.The development of The Times has promoted the upgrading of professional technology and met the diversified needs of disaster relief.For a long time,the practice of flood management in China has been continuously adjusted in the challenge of successive flood events,and made adaptive changes according to the actual social the public’s expectations.It is very easy to cause negative social emotions of the people,and it is easy to believe rumors and spread rumors,which leads to interactive difficulties.Under the influence of short-sighted thinking,the local government has the attitude of prioritizing economy over environmental protection,and the farmers pursue the maximization of their own interests in the economic production activities,which leads to the tendency of neglecting the ecological environmental protection of the river basin and restricts the sustainable development of the river basin.There is a normal system construction process in the practice of flood governance.It is obviously necessary to explain the stability factors in the process of national governance strategy transformation from the perspective of system evolution through the public crisis event of flood governance.Therefore,the ultimate goal of this study is to explore the optimal way of flood management mechanism in China.Before the disaster,the disaster prevention and control mechanism should be established by preparing emergency plans,preparing manpower and materials,and setting up catastrophe insurance,so as to reduce the disaster risk.When disasters occur,in order to ensure the effectiveness of the government’s implementation of the emergency response plan,it is necessary to promote the cooperation of multiple subjects,supervise the quality of social organization work,and guide the media to assist the government in communicating public opinions so as to improve the efficiency of interaction between the two sides.At the same time,the technological advantages of the information age can be utilized to promote the synergy effect of multiple subjects.After the disaster,we should harness the ecological environment of the river basin.In the process,we should consider the relationship between the economic development of the river basin and the ecological environment protection,and promote the economic upgrading of the river basin to consolidate the relief effect.In order to prevent the recurrence of flood,we should carry out the thought of overall planning for the basin and promote the construction of water conservancy projects.
