Flood disaster is one of most essential part of emergency management for water crisis. Concerning the unexpected change of global climate as well as the negative impacts of human activities, it has become an urgent necessity to improve our capability of forecasting, preventing, and effectively responding to flood disaster. Meanwhile, the rapid development of data visualization technology facilitates the visualization, analysis, and management of the environmental and situational data in emergency management. Geographical Information System (GIS) has become an important tool in emergency management due to its functionality on data visualization and spatial database analysis and management. GIS is capable of providing real-time, accurate environmental and situational data to emergency decision makers.This thesis presents the design and development of the environment and situation information management system, which is a significant component of a prototype simulation system. With the regional flood disaster of Three Gorges as the background, the prototype system simulates the coordinated flood emergency response process by multiple organizations, based on the academic research on the organizational structure for emergency response in China, the coordination mechanisms among multi-organizations, as well as complex task planning methodology. The system is a independent sub-system in the prototype simulation system to manage and visualize the overall environmental and situational information throughout the emergency response process.In particular, this thesis generates mxd map files using ArcGIS, constructs the system based on the functions and component libraries provided by ArcGIS Engine combining with the efficient development environment provided by .NET. The system realizes the functions of map processing, information query and analysis, bubble marking, flood evolution, and so on. It is worth noting that the reliability of ArcGIS Engine significantly facilitates the system development efficiency.
