Jiangxi belongs to subtropical monsoon humid climate,and is one of the provinces where meteorological disasters are more serious in China.In particular,the frequent occurrence of rainstorms and floods causes great losses,which seriously threatens the safety of people's lives and property and the healthy and stable development of economy and society.The current defense system of torrential rain and flood disasters in rural areas of Jiangxi is mainly confined to the emergency rescue management mode,which mainly relies on emergency response.There are some problems,such as lack of risk assessment and defense planning,imperfect defense organization system,imperfect Department linkage mechanism,incomplete coverage of early warning information,weak function of infrastructure disaster prevention,low awareness of disaster prevention of the whole people and insufficiency.In order to improve the ability of disaster prevention and management and effectively reduce disaster losses,the international community has generally adopted a disaster management model relying on risk analysis to avoid or reduce risk.In 2016,the state also promulgated the "Opinions on Promoting the Reform of Disaster Prevention,Mitigation and Relief System",which clearly put forward the transformation from loss reduction to risk reduction.It can be said that the establishment of storm flood disaster prevention system based on risk management is an inevitable choice.By collecting historical data such as meteorology,hydrology and disaster situation,this paper analyses the deficiencies of the existing defense system of rainstorm and flood disasters in rural areas of Jiangxi Province,and studies the experience of risk management of rainstorm and flood disasters abroad by using literature analysis method,which can provide reference for the prevention of rainstorm and flood disasters in rural areas of Jiangxi Province.Based on the risk management model of natural disasters,the risk assessment of rainstorm and flood disasters was carried out,and the risk zoning map of rainstorm and flood disasters in rural areas of Jiangxi Province was made by integrating four factors: risk,vulnerability,sensitivity and disaster prevention and mitigation ability.The main contents include:Chapter One,introduction.Focusing on the frequent occurrence and recurrence of rainstorm and flood disasters in rural areas of Jiangxi Province under the background of climate change,there are many deficiencies in the existing defense system and the lack of risk management research,this paper clarifies the background,purpose and significance of this study,expounds the research contents,methods and Research on risk management of rainstorm and flood disasters at home and abroad.The research is reviewed.Chapter Two,related concepts and theories.Based on the research results of experts and scholars at home and abroad,this paper defines the concepts of risk,disaster risk,rainstorm and flood disaster,and briefly introduces the theoretical basis of risk management and synergy theory.Chapter Three,the risk management practice of rainstorm and flood disaster abroad.By consulting the literature,this paper summarizes the practical experience of storm flood risk management in developed countries and regions such as Europe,the United States and Japan,and provides advanced methods for reference for the risk management of storm flood disaster in rural areas of Jiangxi Province.Chapter Four,the present situation of rainstorm,flood and waterlogging in Jiangxi rural areas.This paper briefly introduces the occurrence of rainstorm and flood disasters in China and Jiangxi Province,makes a thorough study on the existing disaster prevention system,and puts forward that there are some problems,such as lack of risk assessment and defense planning,imperfect defense organization system,imperfect Department linkage mechanism,incomplete early warning information coverage,weak infrastructure disaster prevention function,and society.Public awareness of disaster prevention is not strong enough.Chapter Five,the risk zoning analysis of rainstorm and flood disaster in rural areas of Jiangxi.Based on meteorological,disaster situation,socio-economic and geographic information data,the conceptual model of storm flood risk assessment is used to carry out risk assessment and analysis from four aspects of disaster factors,exposure,vulnerability,disaster prevention and mitigation ability,and to identify the areas vulnerable to storm flood disaster and areas with higher risk in rural areas of Jiangxi Province.Chapter Six,based on risk management,the construction of rainstorm and flood prevention system in rural areas of Jiangxi.According to the division and analysis of the risk zones of rainstorm and flood disasters,it is pointed out that risk assessment,defense planning,revision of emergency plans,improvement of laws and regulations,implementation of Engineering measures,improvement of organizational system,establishment of professional teams,strengthening early warning and issuance,construction of linkage mechanism,risk transfer and popularization of science should be carried out.And other targeted improvement measures and suggestions.Chapter Seven,conclusion.From the construction of the national ecological civilization test area,the paper explores the new way of coordinated development between ecology and economy,nature and human being,and other higher stations and levels.The results show that the Poyang Lake area is the most prone area to rainstorm and flood disasters in Jiangxi Province.The water system is developed,the terrain is flat,the economic level of surrounding counties and cities is relatively developed,and the disaster losses caused by rainstorm and flood disasters in this area are also large,so the risk of rainstorm and flood disasters is high.Because of the high terrain,low water system,precipitation grade and economic level,the risk of rainstorm and flood disasters is low in the southwest of Jiangxi Province.According to the area and scope of severe disaster losses caused by multiple rainstorms and floods in Jiangxi Province from June 20 to July 3,2017,the results of risk zoning are verified.The results of disaster risk zoning are in good agreement with the actual situation.Based on the risk zoning assessment of torrential rain and flood disasters,this paper proposes to promote the Party Committee and government to organize and direct effectively,to coordinate disaster prevention planning,to build disaster prevention organizational system,and to promote the rapid and efficient linkages between departments,and to actively participate in society.By means of strengthening monitoring,forecasting and early warning,engineering measures,scientific popularization and other means,a storm and flood disaster prevention system in rural areas of Jiangxi Province based on risk management is constructed.
