| At present,our country is in a period of rapid economic development.The rapid development of civil aviation has brought about a rapid increase in the flow of civil aviation,and the situation of my country’s national defense has become increasingly severe.The characteristics of military aviation activities have changed from normal to normal and complicated.Under the condition of limited airspace resources as the users of airspace,military aviation and civil aviation have increasingly highlighted the contradiction between the two.Under the background of my country’s military-civilian integration strategy,the implementation of military-civilian aviation management system integration is an effective way to solve the current conflicts between military and civil aviation.At present,many scholars have qualitatively analyzed the influencing factors of the integration of military and civil aviation control systems,but the quantitative research is still at a blank stage.They have clarified the objectives of military and civil aviation control system integration and explored the mechanism of military and civil aviation control system integration.Quantitative analysis is of great significance to the advancement of the current integration of military and civil aviation control systems.In this paper,the integration of civil and military air traffic control systems is studied by using system dynamics.First,conduct a systematic analysis of the fusion of military and civil aviation control systems to lay a theoretical foundation for the use of system dynamics;secondly,based on the system dynamics theory,comprehensively analyze the influencing factors of the fusion of military and civil aviation control systems from the perspectives of power and goals.Analyze the relationship between the elements based on the existing research,clarify the system boundary,and establish the fusion mechanism model of the military-civilian aviation management system based on "power-target";thirdly,analyze the system dynamics of the fusion mechanism model of the military-civilian aviation management system to establish the causal relationship Figures and system flow diagrams,determine the model parameters and equations between the variables,build a system dynamics model of military-civilian aviation pipeline system fusion,and verify the validity and sensitivity of the model;finally,apply the system dynamics model to analyze the behavior of different elements The impact of changes in system integration.Research shows:(1)Military-civilian air traffic control system integration policy has a greater impact on the internal support of the air traffic control system and the level of application of military-civil air traffic control system integration,which can lag behind in promoting GDP growth,and at the same time increase government funding,could promote the development of social informatization level,and have a small impact on the operational efficiency of air traffic control system,the level of integrated application of military and civil air traffic control systems and GDP.(2)The increase in R&D investment in air traffic control system has a significant effect on the application level of military-civilian air traffic control system integration and the normal rate of civil aviation flights.The degree of support within the air traffic control system has a greater impact on the level of integration and application of military and civil air traffic control systems,and has a limited effect on GDP growth.(3)The level of social informatization and professional talents have a significant impact on the level of integration and application of military and civil aviation control systems,which are effective in improving the operating efficiency of the air traffic control system,and the level of social information society has a more significant impact.Finally,the simulation results are analyzed in detail,and recommendations for advancing the integration of military and civil aviation control systems are put forward based on the simulation results.Based on the simulation results,policy recommendations for the integrated development of military and civil aviation control systems are put forward. |
