Over the years,many college students have chosen to stay in Hangzhou to work and live after graduation.Among the newly employed university graduates in Hangzhou,many graduates have serious housing burden.Therefore,how to develop public rental housing and rationally allocate public rental housing has become one of the priorities of social security work in Hangzhou.How to meet the overall housing needs of newly employed university graduates in Hangzhou with limited public rental housing resources depends on the implementation of scientific and fair distribution.Therefore,the allocation of public rental housing for newly employed university graduates is of great significance to the long-term and stable development of Hangzhou.This study will help to better understand the distribution status,existing problems and countermeasures of public rental housing in newly-employed college students in Hangzhou.There are four research methods used in this paper,namely,first,literature research method;Second,empirical research method;Third,theoretical analysis;Fourth,the comparative study method and so on.Firstly,the fair distribution theory and housing filtering theory are introduced,and the results of research on affordable housing carried out by domestic and foreign academic circles are summarized and analyzed,and the concepts of various types of affordable housing including public rental housing and newly employed university graduates are defined.Secondly,the distribution of public rental housing for newly employed university graduates in Hangzhou is analyzed.This paper introduces the current distribution policy of public rental housing in Hangzhou from three aspects: distribution objects,distribution methods and distribution procedures.Among them,the distribution methods and procedures are introduced separately for physical distribution and monetary subsidies.Comparing the distribution of public rental housing in Hangzhou with the housing demand of newly-employed university graduates,it is found that the current distribution policy of public rental housing in Hangzhou can not solve the housing problem of newly-employed university graduates well.In view of the distribution problems involved in public rental housing in Hangzhou,there are three specific situations: 1.The existing allocation policy has limited reach and the majority of newly-employed university graduates do not benefit from the security offered by public rental housing,thus failing to address the high rents paid by a large proportion of this group.This is due to high entry standards.2.The distribution method is so inefficient that it causes that the waiting time for physical distribution is longer,and the actual occupancy time will be shortened accordingly,which is not very effective in helping graduates to get through the buffer period.This is due to a shortage of public rental housing in Hangzhou allocated to newly employed university graduates.3.The form of allocation is yet to be perfected,whether from the point of view of allotment of rent in kind or monetary subsidies,the form of allocation of Hangzhou's public rental housing system in relation to newly employed university graduates is inadequate,in which the existing physical distribution of housing types is relatively single and the area does not meet the needs of most university graduates,resulting in university graduates' choice of public rental housing can not meet expectations,while monetary subsidies also ignore the differences in rental housing and income among university graduates,and there is no gradient subsidy method.In the actual guarantee of the policy,there will be situations where the income gap is not big,but some can be included in the scope of protection,some can not be included in the scope of protection,can not guarantee fairness,and can not alleviate and solve the existing housing problems of newly employed graduates.Afterwards,the allocation policies of domestic cities,including Chongqing and Xi'an,and foreign cities,including Berlin,Tokyo,and Singapore,for affordable housing were collated,summarizing the excellent public rental housing allocation experiences of these cities in terms of income threshold,housing types,and allocation form.Finally,referring to the problems summarized before and the excellent experience at home and abroad,this paper puts forward three suggestions for the allocation of public rental housing for newly employed university graduates in Hangzhou: the access standards should be appropriately raised,and differentiated access standards should be formulated according to the differences between applicants;Further promote the construction of public rental housing,ensure that the housing meets the housing needs of graduates,and reduce the time spent in the physical distribution;In the face of different groups of people,provide a variety of room types,and formulate corresponding public rental housing allocation policies that meet the characteristics of different groups.
