In the late1990s, China began to carry out the commercialization of housing reforms,opened the country to explore the establishment of a suitable social housing security systemactual road. In the21st century, China was first formed to affordable housing and low-renthousing guarantee system based housing, low-rent housing better meet the needs oflow-income housing groups, the ability to pay a certain middle-income economy throughaffordable housing to solve the housing problem. But the main part of the community as amiddle-income groups under partial but free in the housing security system, this part of thehousing group is called the "sandwich class" housing needs in this part of the population canbe met, not only related to the social and economic development, and more related to socialharmony and stability. In this case, the basis of our government learns from the experience offoreign housing guarantee success on the timely establishment of a public rental housingsystem. From2014, local public rental housing and low-rent housing merger operation, afterthe merger referred to as public rental housing. This marks the public rental housing hasbecome a mainstay of our social housing security system, so that our two rooms mergedoperation of public rental housing has become a huge scale, developed in line with our socialreality, the effective and rational allocation mechanism to protect the public rental housingefficient, fair distribution of the hands needed to become a key public rental housingmanagement.Chinese scholars in the past for public rental housing research has focused on the macrolevel of public rental housing system, or make constructive comments on certain aspects ofthe management of public rental housing problems but not deep enough, paper, based onprevious research on the allocation of public rental housing based on the micro-levelmanagement, the first necessity of the development of public rental housing to do theanalysis, review of our public rental housing development process, summarize thedistribution management of public rental housing shortage exists. Secondly, the mechanismdesign of public rental housing allocation management of our analyzes, describes the contents of the public rental housing allocation management mechanism, so analysis ofthe existing public rental housing allocation mechanism of the access mechanism, the waitingand distribution rent, exit mechanism, lack of oversight mechanisms, and finally on thebasis of analysis of Hong Kong and Singapore, drawing affordable housing allocationmechanism beneficial practices on the allocation of public rental housing for our country toimprove and perfect the mechanism put forward constructive suggestions.The results of study for the design of public rental housing allocation mechanismprovides a new way of thinking, improve our public rental housing allocation mechanismsdesigned to improve the management level of the relevant government departments of publicrental housing to protect the fair allocation of public rental housing maintain social harmonyand stability has some practical significance.
