During the Spring Festival in 2020,the outbreak of the novel coronavirus(COVID-19)in China has negatively impacted employment.The obstruction of returning to workplace caused an imbalance in the labor market,and a large number of workers were forced to lose their jobs.Facing the short-term employment obstacles and longterm employment pressure,the central government strengthened the "employment first" policy,and local governments at all levels also used a series of employment guarantee program to ensured necessary security and assistance for the unemployed.China's employment guarantee during the epidemic was strong,but not perfect.This article takes the employment policies issued in 2020 by the State Council and the Ministry of Human Resources and Social Security as the research object,and the policies will be classified based on the perspective of policy tools,with a summary of their problems and causes of them,which shows China's response to the COVID-19 emergency.The study found that there are shortcomings in the quantity and accessibility of China's protection policies for the unemployed,and the employment quality has been ignored as well.Plus,there are still in lack of a necessary synergistic mechanism to provide diversified employment services for workers.However,these problems are interrelated with the inherent structural contradictions of China's labor market,the rapid changes in employment models which is due to the rapid development of the digital economy,and the lag of traditional governance models.At present,the impact of COVID-19 on China's job market has gradually faded down,but the employment security is still in a very important positon.It is necessary to have a more intelligent and normalized mechanism.For this reason,this paper puts forward the advice for employment security in China in the post-epidemic period from the aspects of design and efficiency.From the design level,the coverage of negative employment guarantee policies should be expanded,and the quality of employment should be measured;The development of new employment patterns should be supported legally,and the policy formulation itself should be audited and evaluated.From the practice level,the utilization rate of unemployment insurance funds should be improved on the premise of stable economic growth,while fiscal and monetary policies should be used as assistances to promote employment.Finally,the promotion of collaboration between the government,enterprises and society should be encouraged to create balance in the labor market.
