Study On The Finance And Taxation Policy Of Promoting Employment

Employment is the basic of the people's livelihood. Promoting employment effectively is especially important for securing social peace. Economic development is the key to create jobs. With the development of reform, the economy is continuous developing. But in the process, jobs grow relatively slow. With the increasing acceleration of marketization, industrialization and urbanization, the problem of unemployment is getting more and more serious. In the event of numerous employment gross, large number of labor force enters the work force, demobilized cadres waiting for employment and the number of high school graduates are increasing, unemployed people needs to be re-employed, and the surplus rural labor force needs to transfer. Under the influence of these factors, employment is facing great pressure. Especially under the double influence of current global economy crisis and the implementation of the Labor Contract Law, some small and medium-sized enterprise had to close down or lay off, which reduced the need for labor. Under the circumstance that contradictions between supply and demand of labor force are increasing, the structural sex contradiction is highlighted particularly.The employment situation is very tough at present. Amount of agricultural labor force is large, and the quality is on the low side. Under the circumstance of imperfect labor market, it is unrealistic to settle employment problems of our country only relying on the market mechanism. The country has the undeniable responsibility to settle employment problems. With rapid development of the national economy, the new situation, new problem and new contradiction are increasing, which sets the new request to give full play to the functions of the finance and taxation policy.
