Research On The Difficulties And Countermeasures Of Social Work Service Organizations' Involvement In Community Service

With community residents growing demand for services in our country,the existing community management mode has been unable to adapt to the new development of the community and meet the diverse needs of the residents,the emergence of new issues indicates the need to explore a new mode of community development in our country,18 for the first time on the third plenary session of the concept,put forward the concept of"community" of the communist party of China in 2012 the eighteenth big meeting for the first time to write this concept into the party's report,then the Ministry of Civil Affairs in 2014 and 2015,respectively launched the second batch of test area,the third batch of community construction,community governance in our country to explore a journey under the establishment of the experimental area and took a step forward,In 2017,?Opinions of the CPC Central Committee and the State Council on Strengthening and Improving Community Governance in Urban and Rural Areas?were issued,marking that China has entered a new era of community governance.In the new era,the governance bodies are continuously diversified,and the government continuously authorizes its service functions to social organizations and enterprises,pays attention to improving the community's ability of governance and cultivating the development of social organizations,and authorizes community services to social organizations through the forms of principal-agent and service outsourcing.As a kind of social organization,social work service institution's practical nature determines that social work is also one of the important forces to promote community service.How does a social work service,as an external agency,enter the community,relative to the community?What are the difficulties of entering the community?All these questions require further study.In order to better identify problems and propose solutions,the research methods of interview and participant observation were adopted.From the theoretical perspective of system organization theory and collaborative governance theory,Y social work service institution was taken as the research object to summarize the specific process of social work service institution's service in community.At the same time,the dilemma of intervention was found and the causes were analyzed,so as to propose more effective strategies for social work service agencies to better intervene in community services.The survey shows that social work service agencies need to go through three stages:preparation stage,entry stage and operation stage to get involved in community service.During the preparation phase,the social work service agencies need to pay attention to the information of the government,confirmed that he can bid project,using a variety of ways the relationship with the community and finally determine the floor community,and then under the guidance of community workers,conduct a preliminary survey of the community,services for,the subsequent project defense project authorization,and under the guidance of the government,with the community to establish a preliminary relationship;On the one hand,social work service agencies need to assist the community to complete various work needs;on the other hand,the community also needs to provide favorable conditions for social work service agencies.In the operation stage,social work service agencies and communities have been basically familiar with each other,and social work service agencies need to implement and control service projects.Social work service agencies have realized autonomy,independence,and can independently carry out activities,and the community has been more active in cooperating with the activities of social work service agencies.It is found that there are policy dilemma,organizational dilemma,resource dilemma,service dilemma and professional dilemma in the process of social work organizations'involvement in community service.The policy dilemma mainly refers to the lack of a clear definition of the role of social work institutions and the lack of a clear definition of the relationship between social work institutions and communities.Organizational dilemma mainly refers to the insufficient internal and external supervision of social work institutions;The resource dilemma mainly includes the single fund source of social work institutions and the relative shortage of human resources;The service dilemma mainly refers to the inaccurate positioning of community services by social work institutions and the lack of enthusiasm of community residents to participate in activities.The professional dilemma mainly refers to the deviation of professional ethics and the limited professional skills of social workers when they carry out activities in the community.The causes of the dilemma are not only from the social work institutions themselves,but also from other subjects.The causes of the dilemma caused by the involvement of social work institutions in community services are systematically sorted out.The main reasons for social work institutions are:insufficient conditions for human resources allocation,weakening of internal management system and solidification of service contents;At the community level,the reasons are as follows:the community neighborhood committee is short of resources,the community neighborhood committee rejects the social work organization,the community residents'cognitive deviation to the social work organization,and the community residents'insufficient awareness to participate in the activities.In order to effectively promote the involvement of social work institutions in community services,it is necessary to promote the government to optimize the policy supply system,enhance the government's support to social work institutions,strengthen the capacity building of social work institutions,promote the community neighborhood committees to return to the essence of service,and stimulate the awareness of residents'participation in activities.
