Research On The Floating Population Service Management In Hangzhou

With the deepening of China's reform and opening up and the development of the socialist market economy faster and faster,urbanization and marketization are also accelerating in many cities in China.In addition,many migrants from other places have transferred from rural areas to more economically developed cities.This phenomenon is getting stronger every year.Sociologists and economists believe that this kind of phenomenon can not only meet the needs of the development of economically developed cities,but also cause some problems in social management.Therefore,how to innovate a new way to manage the floating population and explore the maximum effect of the floating population on society and economy has become a hot topic at present.This paper mainly adopts literature citation method,questionnaire survey method and qualitative research method to carry out the research.Firstly,literature materials on the management of floating population are consulted to obtain the background and significance of the research,and then the research status and level at home and abroad are deeply analyzed.This paper expounds in detail the two meanings involved in this topic:floating population and service management.Subsequently,a total of 1,300 questionnaires for migrant workers were distributed in combination with questionnaire survey and field survey,and a total of 1210 questionnaires were recovered,with an effective recovery rate of 93%.Through investigation and analysis,it is found that Hangzhou government has the following problems in the service management of floating population:backward concept,service management system still to be improved,backward rule of law construction,imperfect laws and regulations,unclear responsibilities of various departments,buck-passing and so on.The main reasons for these problems are as follows:social environment is inadequate;Lack of effective management system;The management of floating population has not been brought into the legal process;The lack of government management leads to the loss of floating population rights.In view of the problems and their causes,the following suggestions are put forward.The dynamic management system should be established by controlling the dynamic operation.Improve the management mechanism,consolidate the foundation work;Strengthen the communication and integration,innovate the floating population management service concept;Strengthening the construction of laws,regulations and systems for floating population;Uphold fairness and equity,and promote equal access to basic public services;Draw lessons from the new public service theory,strengthen the floating people service management system reform.
