Research On Optimization Of Evaluation Indicator System Of Guangzhou Social Work Service Station Under The Common Assessment Framework

As a pioneer on the way of government purchasing social service projects,Guangzhou has accumulated rich work experience and practical results through more than ten years of professional social work practice.The service mode of social work stations formed in Guangzhou also provides a lot of reference significance for the development of social work services in other regions in China.In November 2019,Guangzhou Municipal Civil Affairs issued the evaluation indicator system of Guangzhou Social Work Service Station(Family Comprehensive Service Center)(Trial)to guide the evaluation of social work stations,indicating that the evaluation of social work service in Guangzhou has stepped into a new stage of development.The evaluation index system has been implemented and used for more than one year,which has actively promoted the orderly development of social work stations and improved the service performance of social work stations as a whole.However,some deficiencies have also been found in practice.The purpose of this study is to introduce the Common Assessment Framework to study the evaluation indicator system of Guangzhou social work service stations,summarize the experience and put forward optimization suggestions for the shortcomings,so as to form a more perfect and operational evaluation indicator system and promote the further development of the evaluation work of Guangzhou social work service stations.Based on a large number of research documents and policy documents,this paper expounds the relevant concepts and research theories of social work evaluation system,and summarizes the development and changes of Guangzhou social work station(Family Comprehensive Service Center)project and its evaluation index system.Based on the research perspective of combining qualitative and quantitative studies,semi-structured interviews were conducted with social workers in Guangzhou social work stations and managers of social work agencies,evaluation experts and street buyers,etc.,to understand and analyze the advantages and shortcomings of the evaluation indicator system of Guangzhou social work stations.At the same time introducing Common Assessment Framework as analysis tool,scientific examining evaluation indicator system of Guangzhou social work service,aiming at the shortcomings of the existing optimization suggestions through the study found that evaluation indicator system of Guangzhou social work service in the leadership strategy and planning Human resource management and employee results of indicators such as category,absence of existing index set thin index.Work in this paper,in combination with Optimizing guidelines that combine interview work with Common Assessment Framework,on the basis of evaluation of social work service station in guangzhou by optimizing problems indicators,on the basis of the original form a set of 9first-level indicators,25 secondary indicators,102 index level 3,the total score of 1200 points a new assessment index system.It is expected to guide and promote the evaluation of social work stations more effectively and conveniently.
