Quantitative Research On Chinese Museum Public Service Policy Text Based On 3D Framework

The national 13 th Five-Year Plan and 14 th Five-Year Plan will continue to pay attention to the development of mass cultural undertakings,clearly point out that we should continue to strengthen the construction of public cultural positions,and promote cultural institutions to play the role of social education.Museums are a new force and an important guarantee force in China's public cultural service system,and play an important role in public cultural and education services.To play the function of public cultural service,museums need to rely on clear and effective public service policies to provide guidance and guarantee.In recent years,under the continuous promotion of the government,China's museum public service policy system has been continuously improved,but its structure is still relatively loose,and the content is relatively single.Therefore,the research on the characteristics and development laws of the museum public service policy system can provide reference and reference for the improvement of the museum public service policy.This paper is based on the root theory,build the "policy tools","organizational elements" and "policy change" as the index of three-dimensional framework model,since the founding of the Chinese museum public service related laws and regulations as the main research object,the quantitative research on the text,and on the basis of this put forward targeted policy Suggestions.It is found that the public service policy system of museums in China is relatively complete and has strong regularity of policy changes,but there are problems and deficiencies such as the imbalance of policy tools and the different distribution of different types of policy tools in organizational elements.Research that: the current museum public service policy formulation,should actively strengthen the supply and demand policy tools,strictly control the use of environmental policy tools,actively coordinate policy tools in the combination of various elements of the organization,and establish to meet the needs of the development of the socialist cause of museum public service policy system.This paper consists of five parts.First part: Introduction.This part of the theoretical value and practical significance on the research topic is analyzed,put forward the research design and methods,this paper expounds the research content and framework,and to analyze and evaluate the museum public service policy research status at home and abroad,finally,this paper innovation points.Part II: Analysis of museum public service policy characteristics and 3 D framework model construction.The author of our museum public service related laws,regulations and other policy documents,summarizes the characteristics of our museum public service policy system,function,based on its characteristics,the characteristics of optional policy tools and application effect,choose "supply,demand,environment" three kinds of policy tools as the core to build three-dimensional framework model.Among them,dimension X is a policy tool,and each type can be subdivided into several specific tools;dimension Y is an organizational element,divided into five parts: organization definition,service object,service mode,service content and service guarantee,with several secondary indicators;and the Z dimension is a policy change,and the policy text is divided into three stages in time order.Part III: Selection and coding of Museum Public Service Policy Text in China.The author describes in detail the selection and coding process of the museum public service policy text.The author has formulated a more comprehensive work plan and a strict operation process to ensure the accurate and comprehensive collection of policy texts related to the research topic.Firstly,the author formulated the basic principles and implementation procedures for sample selection of policy texts;secondly,classify the effective policy units according to the preset standard,and convert the classification results into coding data;finally,use relevant software to make data statistics.Part IV: Characteristic Analysis of museum Public Service Policy System.Based on the data visualization tools,policy tools,components and policy changes,it analyzes the distribution of policy tools(X axis,Y axis,X-Y axis,X-Z axis,Y-Z axis)and analyzes the proportion of various policy tools in policy system,distribution and preference characteristics,policy tool selection and policy tools in different stages.Part V: Research conclusions and policy recommendations.Based on the conclusion of the above analysis of the characteristics of the policy system,this part reveals the law of the application and development of policy tools in the current museum public service policy system in China,and puts forward four policy suggestions for the subsequent improvement and optimization of its policy effectiveness.
