Investigation And Analysis On The Market Of Archives Digital Bidding In Hunan Province

In order to understand the archives digital outsourcing situation in Hunan Province during the 13 th Five Year Plan period,this paper selects the archives digital bidding project text published by "China Hunan government procurement network" from 2016 to 2020 for statistical analysis.This paper analyzes the number of project transactions,transaction amount,bidding mode,contract awarding unit,contractor and so on,in order to objectively reflect the current situation of archives digital bidding market in Hunan Province in the past five years.On the one hand,this paper summarizes the achievements and experience of governments and institutions at all levels in the field of archives digital bidding,and on the other hand,analyzes the overall situation of archives digital contractors in Hunan Province.The purpose is to provide reference for governments and institutions at all levels to choose bidding mode and invite archives digital service enterprises,It can provide reference for archives digital service enterprises to explore the market,and promote the further development and prosperity of archives digital outsourcing in Hunan Province.According to the statistics,148 archives digital bidding projects published by "China Hunan government procurement network" won the bidding from 2016 to 2020,with the accumulated transaction amount of 136 million yuan.From the perspective of contract awarding units,there are 107 units from 14 prefectures in the province,including provincial institutions,comprehensive archives,urban construction archives,Archives Bureau,people's court,land and Resources Bureau,real estate registration center,Public Security Bureau,colleges and universities.From the perspective of contracting archives service institutions,59 companies from outside and inside the province have won the bidding.The top three are Shanghai CITIC Information Development Co.,Ltd.,Hunan Xinri Information Technology Co.,Ltd.and Guangdong xindang Technology Co.,Ltd.,which have contracted archives digitization projects 12 times,11 times and 8 times respectively.The competitiveness of local archives service institutions needs to be improved.From the perspective of bidding mode,58 of 148 bidding projects adopt open bidding and competitive negotiation,accounting for 78.4% of the total;20 projects took competitive negotiation,accounting for 13.5%;In 2020,competitive negotiation and competitive negotiation will become the most popular bidding mode for the employer for the first time.Changsha,Hengyang and Chenzhou are among the top three cities in the province.Among them,Changsha has the largest amount of investment in archives digitization,totaling more than 40 million yuan(including provincial institutions),while Zhangjiajie and Xiangxi have less investment,with about 1 million yuan in the past five years.It can be seen that the digital market of archives in Changsha,Hengyang and Chenzhou tends to be saturated,while Zhangjiajie and Xiangxi will become the potential main force of the digital market of archives in the next few years.
