In 2017,the Ministry of Culture issued the "13th Five-Year Plan " for the Construction of Public Digital Culture,which clearly regards the construction of public digital culture as an important task to speed up the construction of public cultural service system.Public libraries are an important part of the public cultural service system.In recent years,We Chat platform(such as public number,Mini Programs)has provided modern information means for libraries to provide digital cultural services,and many public libraries have opened We Chat service accounts one after another.However,Most public library We Chat platform does not achieve ideal service and communication effect in practice.Many scholars focus on this topic to explore the influencing factors of usage intention to use,but often take the university library as the research object and lack the relevant research on the public library.In addition,scholars mainly focus on Variables are selected from a single dimension such as technical dimension,environmental dimension,and individual dimension,and there is a lack of integrated research on these factors.The purpose of this study is to explore which factors will affect the usage intention to use We Chat platform in public libraries,and to what extent different variables will play a role in optimizing the quality of digital service in public libraries.To improve the effectiveness of public digital culture services for public cultural institutions to put forward countermeasures.Based on the TOE framework,this study combines the three theories: diffusion of innovation,Delone&Mclean IS success model,unified theory of acceptance and use of technology,and constructs the influencing factor model from three dimensions: technology,organization and environment,and puts forward the research hypothesis.The research data are collected by questionnaire,descriptive statistical analysis and reliability and validity analysis are carried out by SPSS 21.0 software,fitting degree test and path analysis are carried out by AMOS 24.0 software.In order to verify whether the research hypothesis is valid,the main factors and interaction mechanism affecting the usage intention to use We Chat platform are obtained.The results of empirical analysis show that;(1)the variables from three levels of technology,organization and environment together constitute the influence factor system of usage intention to use We Chat platform in public libraries,and the influence degree of different factors is different.(2)The relative advantages,ease of use and observability of technology have a significant positive impact on usageintention.(3)In the organizational dimension,the information quality of the organization positively affects relative advantage,ease of use,observability,and social impact;the quality of service positively affects relative advantage,ease of use,and social impact,and it has no significant impact on observability.(4)The social impact and individual innovation at the environmental level have a positive impact on the usage intention to use,but the degree of impact is lower than other dimension variables.According to the research conclusions,the following countermeasures and suggestions are put forward to improve the efficiency of public digital cultural services :(1)Strengthen the construction of information resources and expand the advantages of the platform;(2)Expand publicity and enhance the influence of We Chat services;(3)Improve the talent training system to improve service quality.This study takes the public library as the research breakthrough point,is to carry on the powerful supplement to the existing research from the new angle,at the same time,based on the TOE framework,it integrates factors from the three dimensions of technology,organization and environment,Further expand the current public library We Chat service field about Usage Intention to use research content.There is no denying that this study can be expanded in the follow-up.On the one hand,although the influencing factors of technology,organization and environment are considered comprehensively,the selection of variables is not detailed enough;on the other hand,the object of this paper is the public library above the urban level in Shanghai.Whether the conclusion is of universal significance to all levels of libraries needs further examination.
