This dissertation is a study of the media development strategy in Afghanistan with a case study from TOLOnews TV and its impact on Afghan society and the role of foreign and organizational assistance for the emergence of an independent media in Afghanistan over the past decade.After the fall of the Taliban regime,the creation of advanced and free media is considered a major achievement in the reconstruction of Afghanistan.The number of media and media freedom in the country has grown tremendously,and the Afghan media have enjoyed more freedom than any other country in the region since 2001.These freedoms did not exist during the Taliban regime.Almost all media,including television and the Internet,were banned during the Taliban regime.Over the past 20 years,the media sector in Afghanistan has grown rapidly.At present,despite the state-run newspapers,radio and television,dozens of private and independent television channels and radios and hundreds of private newspapers operate freely.The rise of the media in this large number reflects the unprecedented growth of the media since the Taliban era,which has not been repeated in the history of Afghanistan.Western donors and international organizations have contributed millions of dollars to media development in Afghanistan over the past two decades.Afghanistan's most private and independent media outlets are funded by the international community.The US government,some international organizations and a number of European countries have played a significant role in financing the Afghan media since the fall of the Taliban.In Afghanistan,the media are recognized as the fourth pillar of government,which includes the administrative,judicial,legislative,and media forces.This study will help researchers with past experience to grow and develop Afghanistan's media industry in the future according to international standards.This research has not been explored before.This research could pave the way for comprehensive research in the future.In addition,this research is valuable and useful for futurists researching the mediaThe system in Afghanistan,also for academics studying at journalism colleges in other countries.This dissertation provides an overview of media development,media policies and laws,the type and extent of media institutions such as radio,television and print media,the role of donors and foreign aid,and the impact of the media on Afghan society.The size of Afghanistan's media is historical and library-based.But in the second part,focusing on the news network,he examined TOLONews by conducting an interview.In addition,this study is based on the liberal media model with a historical,library and field research method.Finally,the article concludes that the media has experienced unprecedented growth and development in this period,which has not been repeated in any other historical period,and that the Afghan media has benefited from foreign assistance over the past two decades..They have helped strengthen social participation in Afghanistan and can move forward independently in the future by reducing foreign aid to Afghanistan.
