In 2020,the COVID-19 broke out in Wuhan and had since spread rapidly to the whole country.Against the background of the modernization of the social governance system and governance capacity promoted by digital governance across the country,Hangzhou took the lead in launching the "Hangzhou Health Code" on February 11,2020,to cope with the pressure of returning to work and production and ensure people's travel safety during the epidemic,driving mobile governance during the anti-epidemic period by science and technology.However,during its promotion and development,health code has exposed a variety of problems,such as non-recognition of health code among provinces,intergenerational digital divide,and privacy disclosure,which have greatly affected the user experience.To improve the user experience of health code,this study used TAM model to study the user acceptance behavior of "Hangzhou Health Code".First of all,through situation analysis and literature review,this study deduced three external variables,namely "system quality","user training" and "privacy",and assumed the relationship between the variables.Secondly,based on the questionnaire design,from September10,2020 to September 17,2020,this study collected a total of 337 valid questionnaires through two online channels of We Chat and Questionnaire Star.Finally,through SPSS analysis,the hypothesis verification results of this study are as follows :(1)Perceived usefulness and perceived ease of use both have a significant positive impact on users' intention to use;(2)System quality has a direct and significant positive impact on perceived usefulness and perceived ease of use,and an indirect and significant positive impact on user intention;(3)User training has a significant positive impact on perceived usefulness,but no significant positive impact on perceived ease of use;(4)Privacy has a negative and significant influence on usage intention;(5)Age doesn't play a moderating role among perceived usefulness,perceived ease of use and intention to use.This research has three implications.First,this study not only adds variables for TAM study related to e-government but also paves a way for TAM model to take part in follow-up governance research on "Code" so that it can continue to play its academic research value in the field of social governance.Secondly,this study completes the shortcoming of the lack of user perspective in the health code research so far and increases the diversity of the health code research perspective.Finally,this study demonstrated the lack of training and serious privacy problems behind the health code in an empirical way,which is conducive to the update and iteration of the health code itself,and also provides experience for the subsequent digital governance on the "Code".On the practical level,this study proposes three health-code-related social governance suggestions based on the questionnaire results :(1)Expand the health code application scenario and improve perceived usefulness from multiple dimensions;(2)Focusing on multiple subjects of social governance,improve the health code training system;(3)Strengthen privacy protection to eliminate potential worries in the future.
