| Radio and television are the main medium of mass communication,The 19 th National Congress of the Communist Party of China made the overall deployment,including the reform of cultural system of radio,film and television,a new round of reform of radio,film and television is good for the development of business industry,the state shall encourage to explore from reality,to form operational and helpful experience,making overall progress from the perspective of the local.After the reform was advanced,the management of radio and television departments emerged a new complex situation,the reform of the system and mechanism did not fully meet the needs of development,and the department management bottleneck appeared.This paper starts from the background of forth county radio and TV administrative reform,combining with the current management form,fully collecting and arranging of the domestic and foreign relevant theories on the management of radio and television,development situation and research results,multiply using literature research,on-the-spot investigation method,interview method and comparative method,concludes management problems of Lushan county’s radio and television mainly from three aspects:(1)not enough government regulation reform of radio,film and television industry.(2)The internal reform of radio and television is difficult and complex.(3)The development of the supervised objects of the radio and television administrative agencies is slow.Then,based on the collected data,this paper analyzes the actual situation and sorts out the causes of the above problems :(1)As for the government regulation of the radio and television industry,the management system and mechanism are closed,the policy orientation is unclear,and the government has obvious offside,dislocation and absence in the policy implementation process.(2)The internal aspects of the radio and television industry are characterized by single personnel structure,backward thinking,weak professional guidance ability and outdated working methods.(3)In terms of regulatory objects,the implementation of enterprise system is not in place,the technology does not match the demand,the attraction is insufficient,and the market efficiency is low.It is found that the research on the reform of radio and television departments in the academic circle mainly focuses on the concept,policy,industry and other aspects,and there is a lack of corresponding and specific micro-level guidance on the direction of its reform and the management and development after reform.In the context of 5G and Internet +,the management of radio and television is weak,the operation effect of the regulated objects of radio and television is not good,and the development of new media of radio and television is severely challenged by the market.In view of the above problems,this paper puts forward several specific countermeasures and suggestions on how to carry out effective management and transformation development of Lushan County’s radio and television departments :(1)Redefine the connotation of radio and television,correct the deviation of government reform,innovate the construction of system and mechanism,and activate the local guiding role.(2)Strengthen the construction of positions,professionalize administrative guidance,and innovate the contents of reform.(3)renew ideas and awareness,attach importance to the introduction of talents,accelerate technological upgrading and transformation,and implement enterprise system management. |
