Focused on "communication"—the great objective of human being, the practitioners of journalism take different paths according to the different social context and sources they possess. In terms of mass communication, there is a wide range of systematic design and historic practice such as "public choice", "market place", "ethnicity" and "individual choice". All these composed of rich media cultural spectacles. Among them, BBC, the British Broadcasting Cooperation, is regarded as the typical representative of public choice. Thus analysis on the social, political, cultural and historical background of the birth of the BBC as well as theoretical background of public service broadcasting are of great theoretical and practical significance.Generally speaking, the development of public service broadcasting depends on its fundamental social conditions, for example, the political system, the standard of civilization and the level of maturation of public opinion. The cultural setup and the meaning of public service of BBC is no exception. The dissertation made an attempt to analyse the complex social background of BBC, such as the special political and cultural characteristics in Britain and its historical moment; the technical impact and the uniqueness of broadcasting as a form of mass communication; the awareness of media and the theory of mass media effect; media structure and BBC's location in it. Besides all these, the evolution of media theory and the contribution of John Reith are also take into consideration. The public service theory and practice of BBC has already become the invaluable resource for the establishment of public service broadcasting stations in China.
