The safety and authenticity of invoices are the basic conditions for electronic invoices to be widely used.During the application period of hand-torn invoice and fixed invoice,the tax bureau cannot verify the identity of the purchaser,there is no direct connection between the purchaser and the invoice,and the tax bureau cannot trace the source of the invoice.On the other hand,the revenue status of enterprises and invoices are also separated,and the tax bureau cannot track and verify tax evasion.As for the invoice,what the consumer cares about is that the invoice he gets from the merchant is true;businesses or enterprises are concerned about the convenience of enterprise financial management;what the tax authorities care about is that the subject of receiving invoices is trustworthy,and the invoice information is not stolen or tampered with in the process of generation and circulation,so it can monitor the revenue status of enterprises in real time.The credibility of the entity identity and the security of the transmission of invoice information are the basis of the popularization of electronic invoice.The root cause of the scruple of tax bureau,enterprises and consumers about invoices lies in the fact that no feasible safety measures have been taken in each link of invoice generation and circulation.This paper designs and realizes the safety reinforcement of the electronic invoice system in a province.Through the introduction of electronic authentication system based on PKI(Public Key Infrastructure)technology,digital certificates are issued to enterprise users and tax bureau's invoice service platform respectively to realize the identity authentication of enterprises and tax bureau.Through the adoption of digital signature and encryption technology,solve the problem that invoices are easy to be stolen and tampered with during the generation and transmission of invoices,so as to ensure the authenticity of the invoice,to eliminate all parties concern,so as to realize the invoice application,issue,transfer and inspection process of identity authentication,invoice information integrity,confidentiality and invoice issued against denial behavior.This paper mainly carries out the following work :(1)through analyzing the login authentication process of the invoice system,this paper draws out the problems existing in the identity authentication of the invoice system,proposes the feasibility of solving the identity authentication problem based on PKI digital certificate technology,and redesigns the login authentication process based on digital certificate.(2)In terms of the transmission of invoice information and other sensitive information,this paper analyzes the problems of information theft and tampering in plaintext transmission,and solves the problems of information integrity and confidentiality by adopting PKI digital signature and information encryption technology.(3)In terms of the generation of electronic invoice,based on the introduction of the working mode of electronic signature and trusted time stamp,this paper integrates with the electronic invoice system to enhance the security of invoice.(4)On the basis of analyzing and sorting out the process of application,issuance,circulation and inspection of electronic invoice system,this paper USES PKI technology to integrate seamlessly with the electronic invoice system,and designs and realizes the electronic invoice system as a whole.The test results show that the electronic invoice system after security reinforcement eliminates the concern of taxpayer identity forging,false invoice information circulation and warehousing,and the system has good effect and improves the overall security level of the invoice system.
