With the spreading information explosion in governments and enterprises, unprecedented changes have taken place all around the society. Meanwhile security issues, such as identity authentication, confidentiality of electric documents and non-repudiation application, emerge to be the bottlenecks which hold back the development during the information construction process. Therefore the premier task nowadays is to create a feasible and effective way to solve those issues .To plan a platform that can provide sound and secure support to information system will have widespread application prospect.The essay illustrates the design of web-based electric signature system which is used to solve the security problems that governments and enterprises confronted. First making conscientious survey about electric signature demand of information system through which four security problems have been confirmed. Then it is concluded that web-based electric signature system is the effective solution that will meet the requirements. Second, analyzing application demand and completing system design. By offering web-based signature and stamp service to legal users through signature servers to complete the electric signature of documents and provide security guarantee to information system. The key points have been solved are signatory identity authentication and detailed using record problems. Finally, it is to complete the signature production management module and signature middleware module. Signature production maintenance module aims to product electric signature and input data into signature database. Signature middleware performs electric Signature function, which includes electric signature, stamp, encryption, validating signature, secure logging on, and secure connection. The emphases are to complete time stamp requesting and validating. By following RFC3161 international Time-Stamping Protocol, taking standard time stamp request and coded format to ensure the validity of the signature time.On the basis of researches, the Web-based electric signature system with independent intellectual property rights had been developed and has been adopted by Jinan National tax online declaration system. The system runs stable and alleviatedthe workload of both tax authorities and taxpayers. It has been acclaimed byenterprises and tax authorities.
