With the rapid development of computer teclmology and network technology, especially information construction in our country increasingly popular, the applications of E-Government becomes more and more widely. E-Government is a system engineering which makes the governmental work be informationed, netted, opened and standardized. It also relate to the state secrets and governmental core affairs, so its safety is particularly important. How to guarantee the legitimacy, unique, traceablity and avoiding being illegal copied of the electronic official documents is a difficult problem, which is necessary in our society. Electronic seal technology is brought forward in this background, and it is a hot point to be reaserched in the field of information security and computer applications.Assuring the integrality of the electronic documents and the non-repudiation of the signer is a kernel security problem, which must be sloved in electronic seal system, and is a base of application. To solve these problems, the paper firstly discusses the basic theory of the digital signature technology, compares with the effect of the digital signature and the traditional seal, and draws out that the traditional seal's law effect in the electronic information system may be replaced by the digital signature. After analyzing the current electronic seal technology, we bring out the "Digital Signature Seal" mathematical model and a electronic seal system's implementation scheme, analyze the key technologies, such as:hash function, digital signature algorithm etc, which will be used in electronic seal system. Afterward, the paper designs and implements a electronic seal system based on the MS-Word. Finally, we test and evaluate the electronic seal system and point out some potential directions of research.
