Evaluation On The Development Level Of Smart Cities And Spatiotemporal Difference Analysis In China

In recent years,China has begun to vigorously promote the planning and construction of smart cities and achieved remarkable results,but there is a significant gap in the comprehensive strength of the provinces,resulting in uneven participation in the level of smart development of cities.At the same time,the imbalanced information exchange leads to the stagnation of regional construction and imbalanced internal development.Therefore,in order to realize the major strategy of building a smart city in the 13 th five-year plan and strengthening regional cooperation,it is of great significance to evaluate the level of smart development of Chinese provinces and study their differences in time and space.This paper takes the intelligence development level of 31 provinces as the research object.Firstly,the connotation of smart city is sorted out according to relevant literatures of smart city at home and abroad,and the development status of smart city in China is analyzed.According to the principles of representativeness,scientificity,collectability and comparability,the paper makes a comprehensive comparison of the 12 primary indexes of the evaluation index system of domestic scholars and authoritative institutions,and makes use of the data information to select the indexes,and constructs the evaluation index system of intelligent development level.The global sensitivity weighting method was used to calculate the index weight and time weight,and the intelligence development level of 31 provinces from 2010 to 2017 was evaluated.The provinces at the top of the ranking have high economic level,while the provinces at the bottom of the ranking are located in remote areas with backward economy.It shows that the development of smart cities in China is closely related to the economic conditions of the provinces.Then,China was divided into eight economic zones,and the differences in intelligence development level were measured from three dimensions of region,time and space,and the differences were visualized by using charts.The research results show that the development level of regional wisdom in China has gradually decreased from the coastal areas to the inland areas,showing a state of low level and high growth.The internal regional differences are obviously greater than the external regional differences,and the internal development is unbalanced.At the same time,there are significant spatial correlation and spatial spillover effects in the intelligence development level of Chinese provinces.Finally,based on the above analysis,policy Suggestions are put forward for the improvement of China's smart development level from three aspects: infrastructure and environmental protection,regional integration development and security system,aiming at the existing problems.
