Research On Measures To Improve The Government Supervision Of Dalian Publications

As economy and society blossoms,the comprehensive national strength of China grows with each passing day,and thus,we have a say in the world more significantly.However,the hostile forces are even more suspicious of us,which causes that they intend to shake the foundation of our country in the field of ideology.Ideological security is more vital for us than any period in our history,and if we race to control a commanding point of ideology,the publication industry has to be taken into consideration.Now coinciding with fact that the new round of institutional reform of the central government has entered a critical stage,in order to obtain ideological advantages,it is the necessary measures that carries out the market management of interim publications and finds a way that meets the practical needs and provides reference for the supervision after the reform.The paper is segmented into five parts.The first part is an introduction,briefly introducing the background and significance of the research on the thesis,explaining core concepts such as publications and illegal publications,summarizing the domestic and foreign research,and finally introducing the research methods and technical routes adopted by the thesis.As for the second part,the author conducts a questionnaire survey on the supervision of publications by the government,and furthermore holds telephone interviews with the supervision staff.Regarding the questionnaire survey and interview as the penetrating point,the thesis entirely shows the current situation of government supervision of publication market in Dalian,which combines with combines with real work,and uses the methods of investigation and research,comparative analysis,etc.The third part is what the thesis focuses on.Based on the questionnaire survey and in-depth interviews,the thesis analyzes the problems in the government supervision of publications,and explains the causes of the problems.In the process of the research,the author finds that There are some defects in the top-level design of publishing legislation in China,and as a result,the inadequate construction of law relating to the publication in China.After the system reform,there are still problems of unclear relationship between regulatory authorities,leading to the situation that the coordination of various departments in the work is not smooth.Besides,the regulatory authorities do not pay enough attention to the publication market,which makes insufficient regulatory and inadequate guarantee.Moreover,the ability of the masses and industries to participate in supervision is limited,social governance innovation is insufficient,and the level of social governance in the publishing field has always been low.The fourth part is to learn from experience.The domestic practice mainly draws on the practice of setting up a network anti-infringement and piracy team in Guangzhou and establishing a publication supervision database system.The author also draws on Shanghai's approach of relying on the masses and grid-based law enforcement.The author draws on the main practice of the German publication management legislation system and the Japanese Publishing Industry Association in the supervision of publications.The fifth part is the concentrated presentation of the research results of this article.Based on the experience of Chinese and foreign publications market supervision,the thesis puts forward the countermeasures in line with the municipal publications government supervision,in combination with the improvement measures mentioned by the supervisors in the interview.This thesis anatomizes the problems existing in the process of the government supervision of Dalian's publications,defines the situation of the government supervision of Dalian's publications,and finds out the countermeasures to improve the government supervision of Dalian's publications,so as to maintain the order of Dalian's cultural market,and to promote the healthy development of the construction of socialist spiritual civilization.
