In 2014,the General Office of the State Council made clear requirements for the institutional reform of state-owned cultural institutions,it provides a solid policy basis for the new round of reform of the broadcasting media system.TV stations at all levels have gradually shifted from the “public model”to the “industrial model”and embarked on the operation road of “industrial management of public institutions.”As the television industry enters the era of human capital creating value,the human resource management mechanism has become a key content in the reform of the broadcasting system.Due to stubborn administrative concepts,Q TV station,which has undergone twice reforms,is still unable to break through human resource management restrictions.There are many problems,for example,different kinds of talent requirements for different positions,unbalanced allocation of talent resources,unscientific talent management methods,and weak awareness of staffs to strive for excellence.How to use scientific and effective incentive measures to maximize the vitality of staffs,mobilize enthusiasm,and maximize the economic and social benefits of TV stations is an important subject that needs to be studied urgently.This paper conducts an in-depth analysis and research on the current situation and problems of staff motivation in Q TV station through literature analysis,questionnaire survey and interview,and comparative research.First of all,by combing the relevant incentive theory and opinions of scholars,the current research situation at home and abroad is summarized,in order to lay a theoretical foundation for the later research.Secondly,taking Q TV station as a sample,it introduces the present situation of staff incentive scheme in Q TV station,and through survey questionnaires and interviews,surveys the staff satisfaction with the incentive scheme of Q TV station,and sorts out the problems and needs of staffs in the post of logistics,the post of professional technology and the post of middle-level management.The survey results show that the staffs of Q TV station are generally less satisfied with the status of incentives after the reform.The reasons are irrational salary structures,poor promotion systems,unscientific evaluation systems,and lack of emotional and communication incentives.Thirdly,compare and analyze typical cases of staff motivation in advanced TV stations at home and abroad,and learn from their successful experiences.Finally,in response to the problems and needs of staffs in different positions on Q TV station,the design ideas of optimizing staff incentive schemes are proposed,and the enhancement of “self-consciousness,initiative,and creativity”are the three types of the staffs incentive goals.From three aspects of adjusting salary structure,strengthening welfare treatment and perfecting evaluation system,this paper puts forward adjustment suggestions to meet the common needs of staffs.From designing career plans,expanding promotion channels,improving training systems,strengthening emotion,communication,participation and incentives,strengthening goals,authorization and value incentives,this paper putsforward adjustment suggestions to meet the individual needs of staffs;from the three aspects of organizational security,system security,corporate culture security,this paper puts forward the guarantee measures for the implementation of the incentive scheme.
