Research On Information Resource Construction Of Strategic Emerging Industry Think Tank

The strategic emerging industry think tank(SEITT)is proposed under the dual guidance of national policies.It is an exploration into innovative services on information resources of strategic emerging industry(SEI),aiming at providing forward-looking suggestions for SEI.Researches on information resources construction in SEI is the basis of researches on think tank.Analysis on and service of think tank rely on the construction of information resources,which also guarantees the product quality of think tank.Only when the information resources construction of think tank in SEI is well progressed,the function of SEITT can be fully performed,and enlighten the policy-makers and promote advance of the industry.The research on information resources construction of SEITT is divided into the following aspects:(1)Literature research.Through combing the research status of information resources construction in SEI、think tank and think tank information resources construction at home and abroad,this paper intends to find out the shortcomings of existing researches,therefore lay a foundation for this research.(2)Theoretical research.The paper sorts out the relevant theories on SEI,think tank and the construction of information resource,proposes the definition of SEITT,analyzes the differences between SEITT and other resource platforms,and points out the necessity and feasibility of information resources construction in SEITT.It also studies the status quo of information resources construction of well-known think tanks at home and abroad,to provide references for the construction of information resources in SEITT.(3)Clarify the main elements such as the service target and information resource construction team of the SEITT,and describe the information type requirements of the think tank according to the target tasks of the SEITT.(3)Clarify the main elements such as the service object and construction team of the SEITT information resource construction,and describe the information type requirements of the think tank.(4)Build a SEITT information resource construction process system.The selection and collection of information resources in the SEITT information resource construction system,the organization and management of information resources,the storage and development of information resources,and the co-construction and sharing of information resources are elaborated.(5)Conduct an empirical case analysis on the information resource construction of some professional knowledge service systems in SEI,select and collect information resources in the department,organize and manage information resources,store and develop information resources,and share and share information resources,combine the information resource construction system proposed in this paper,offer suggestions for improving organization and management of information resources,and joint construction and sharing in professional knowledge service systems of SEI.(6)Proposing some suggestions for the practical construction of think tank in SEI,in terms of data quality management,intellectual property rights,talent management,etc.,hoping to facilitate the construction of think tanks in SEI.Focusing on information resource construction of SEITT,for which this paper builds a information resource construction system based on literature and theoretical analysis,to provide support for the follow-up researches and practical construction of SEITT.It is hoped that it can rely on the SEITT information resource construction to provide information resources support for the research of SEITT,and improve the scientific research quality and efficiency of think tanks.
