Based on major technological breakthroughs, strategic emerging industries with innovation as the main driving force are the core of the modern industrial system. They have broad prospects, contribute to innovation driven development and facilitate the transformation and upgrading of traditional industries.Strategic emerging industries need to be cultivated and developed, which has been put forwarded several times. The innovation of strategic emerging industries ability has become increasingly strong. Some difficult problems are taken as the core difficult issues, such as insufficient and incomplete development and lack of core technology. The main causes are the lack of knowledge and poor knowledge transfer. Therefore,it is still necessary to study the spatial distribution and influencing factors of knowledge transfer, judge the evolution process of knowledge transfer network and promote industrial chain coordination. This paper has conducted architecture design and analysis on the knowledge transfer network of FPGA(Field Programmable Gate Array),which is the representative field of strategic emerging industries. It also helps to understand the development trend and industrial chain composition at home and abroad. From the perspective of industrial chain innovation, this paper constructs a knowledge transfer network of strategic emerging industries with the characteristics of modular division and integration. It can construct knowledge transfer network layout of strategic emerging industries with the characteristics of modular division of labor and integration from the perspective of industrial chain innovation. This paper can make use of characteristic index of scale, structure of complex networks and QAP(Quadratic Assignment Procedure)analysis method to analyse the influencing factors and spatial distribution of knowledge transfer network space. It adopts Logistic model to build the time evolution model of knowledge transfer network of strategic emerging industries. From the perspective of industrial chain and industryuniversity-research,this paper uses the block model and image matrix of network analysis to measure the network synergy, and analyzes the complex agglomeration and emergence of knowledge transfer in industrial chain. The main conclusions of this paper are as follows: Compared with the United States,Japan and other countries, the whole industry chain innovation is lack of innovation, which has features of small world and scale-free in FPGA industry knowledge transfer network of China. There is partly close and unbalanced distribution of space of knowledge transfer network. It can have significant positive impact on knowledge transfer, which include the level of economic development, the importance of scientific research achievements and the support to talents. The distance to each area does not constitute an obstacle to knowledge transfer activities.Knowledge transfer network of strategic emerging industries has experienced the evolution stage, which contains formation stage, growth stage(rapid growth and slow growth stage)and maturity stage. The configuration is dispersed at each stage and it is partly close and tight connection in evolution trend. The formation period of the industrial knowledge transfer network is from 2003 to 2013.It developed rapidly from 2014 to 2018.It develops slowly from 2019 to 2022.It will become mature after 2023 as estimated by the model. The characteristics of upstream, middle and downstream sub networks have different evolution trends in each stage. The evolution trends of the characteristics of upstream-midstream binary networks and midstream-downstream binary networks are different in each stage. The degree of collaboration between sub networks is better than that between binary networks. The collaboration between enterprises and universitiesresearch institutes is easy to form. The collaboration of industries-universities-research institutes lags behind. The research results of this paper have certain value for the practice of knowledge transfer evolution, collaborative innovation theory of strategic emerging industries, industrial cluster planning of strategic emerging industries and so on.In the formative period, the innovation subject that takes the lead in breaking through new technologies should evaluate its own scientific research strength and means of production in combination with scientific research achievements and market demand, select knowledge transfer objects with relatively consistent research direction and reasonable potential difference for knowledge transfer. The governments should reasonably divide the rights and obligations in the process of knowledge transfer according to the specific types of emerging industries. When the network evolves to the growth stage, the innovation subjects should make full use of the virtual network formed by knowledge transfer and industrial clusters such as industrial parks in reality to realize the effective decoding, full absorption and innovative coding of knowledge. On the premise that the enterprise innovation elements are fully active, all parties in the industrial cluster should give full play to their own advantages and promote the Industry-University-Research collaboration to be more efficient. After the scale of knowledge transfer network grows slowly, all subjects in the industrial chain must pay attention to the fair distribution of interests,re-examine and adjust the current strategy and make full use of the knowledge capital and other capital accumulated in the high-speed growth period. All innovation subjects in the industrial chain should explore the weak links in the knowledge transfer network and create new growth points through collaborative innovation.
