Senior secondary education is a common focus of attention when formulating education plans around the world,and it is also a key point in the transition from basic education to higher education in China.In order to promote the healthy development of senior secondary education,the state has continuously introduced education policies to guide and support school reform,and local governments have also responded to the state's call by introducing corresponding assessment policies to promote the quality development of local senior secondary schools in line with local realities.The role of the exemplary general high school as the "leader" is to set a direction for the whole high school education and to provide experience reference and teaching and research support for the construction of other high schools.This study takes the quality improvement of QH Secondary School in city G under the guidance of the provincial education assessment policy as a case study,and uses a combination of documentary analysis,participatory observation and narrative methods to systematically analyze the dimensions of school management,campus cultural environment,classroom teaching,teacher development,student development and other indicators set by the assessment programme.Through interviews with the management,teachers and students of QH Secondary School and observations of the school over the past year,a wealth of information on QH Secondary School in the process of quality improvement was obtained.The study found that QH Secondary School's quality enhancement was highly dependent on the Guizhou Provincial Model Assessment Programme,first using the 2018 version of the assessment programme as a guide to select the key points of the model,such as academic subjects,moral education,arts education and student engagement,as the focus of the school's internal construction.The focus of the school was later adjusted due to changes in the programme,with an even effort to strengthen party building work and standardized management.The new assessment policy is conducive to modernizing and standardizing school management,but there is a weakening of aspects such as connotation and character building,especially in terms of direct relevance to students.It is evident from the case schools that the construction and quality enhancement of model general high schools are extremely dependent on the assessment policies of the higher levels of government.During the reassessment and upgrading of QH High School,both the district government and the municipal government visited the school several times to provide guidance and ensure that the school successfully achieved its goals.Each school needs to be proactive in exploring its own strengths,turning reactive into proactive,and continuing to promote the inner workings of the school.In terms of revitalizing high school education,local governments need to increase funding support and daily supervision and guidance for general high schools;assessment implementer need to provide actionable interpretations of education policies and provide excellent cases with references,etc.;schools themselves need to give full play to their initiative and integrate resources from all sides to build up their schools.
