In recent years,network media plays an important role in various fields of economic and social life.More and more people communicate and transmit information through wechat,microblog and forum.With the improvement of taxpayers' awareness of safeguarding their rights and the more convenient and rapid dissemination of information,the public pays more and more attention to tax information.The number of online public opinion surveys shows an obvious growth trend,and the tax authorities are facing new challenges in response to and disposal of public opinion.Firstly,this paper expounds the related concepts and influence of tax related network public opinion,and summarizes the current situation of tax related network public opinion of Z tax bureau.Secondly,the problems of Z Tax Bureau in the management of tax related public opinion include: first,the response of public opinion lags behind.After the occurrence of tax related public opinion,the emergency plan of individual district and county bureaus lagged behind and could not be rationalized.The management lacks crisis awareness,and the corresponding division of responsibilities of each department of the tax authority is not clear enough.Thirdly,the processing and coordination between departments is not efficient.When public opinion occurs,things with unclear rights and responsibilities occur from time to time.When public opinion occurs,due to poor communication and cooperation among various departments,a unified response method cannot be formed,resulting in missing the best response period.Fourth,the quality of vocational technology is not enough.There are still a few people who are not sensitive enough to tax related network public opinion,and there is no scientific and effective public opinion response training for these staff again,it analyzes the reasons for the problems of tax related network public opinion management in Z City: first,the awareness of prevention and control is weak.Grassroots Tax leading cadres lack the subject consciousness of public opinion governance in predicting and guiding network public opinion.Second,the public opinion management mechanism is not perfect.The management mechanism of tax related public opinion has been established,but it is lack of operability and pertinence.Third,the lack of cross sectoral integration mechanism.There is no clear division of powers and responsibilities among departments,and there is no specific coordination mechanism.Fourth,there is a shortage of professionals.No normalized public opinion response team has been formed,and no online commentator team has been established to jointly respond to public opinion.Finally,it is suggested that the tax authorities of Z city should first improve the network public opinion prevention and control system.Strengthen the awareness of public opinion prevention and control,make government affairs public,respond well to government affairs public opinion,strictly control whether government affairs are public or not,and timely improve the information disclosure mechanism;Change the work style and strengthen civilized law enforcement.Civilized law enforcement requires tax administration according to law and civilized service.Second,improve the management mechanism of tax public opinion.Strengthen the online monitoring of tax related public opinion,optimize tax services,provide convenience for taxpayers and create a positive online public opinion atmosphere.Third,establish and improve the inter departmental integration mechanism,establish the internal communication mechanism and the external linkage mechanism to share information with the external door.The external door timely transmits the negative tax related public opinion to the tax department through the real-time monitoring of the negative tax related public opinion on the network.The tax department handles these public opinions in time and responds at the first time.Fourth,strive to build a professional tax related public opinion prevention and control team.Strengthen the professional training of public opinion managers of tax departments,cultivate professional skills,strengthen the sense of responsibility,improve professional quality,establish a professional public opinion disposal team,improve the ability and level of dealing with public opinion,and reduce the occurrence of negative public opinion in Z city.
