Today,modern information technologies are widely applied and have wrought fundamental changes in social communication.In the networked era,everyone has a microphone in his or her cellphone.With the fast growth of the information age and China's increasing effort to boost informatization,up-to-date electronic devices,including smart phone,a medium for networking and communication,are playing an ever more important role in people's daily lives,changing their ways of life and work,and in the meantime,resulting in the spreading of malicious rumors and groundless speculations.Currently,in China there are a large number of research articles on emergency response to Internet public opinion involving public transport,but few of them explore in depth those associated with urban rail transit.Based upon a lot of research on existing fundamental theories of public crisis management,synergy of multiple entities,as well as 3Ts,and plenty of academic documents and research results consulted both online and in libraries,in the paper the author carefully chooses and summarizes relevant findings by scholars and experts both at home and abroad,and expounds the theories for reference,as well as specifies the theoretical framework for the topic.From the perspectives of both government and business,the article observes,in an all-round way,the status quo of Chengdu in coping with and guiding online public opinions on public emergencies involving urban rail transit.It analyzes,in detail,the existing problems and causes using the theories mentioned above,draws experience from domestic and foreign cities which are much experienced in emergency response to cyber public opinion in this field,proposes new concepts and specific solutions for the city,based on its reality,and in the end,comes to the conclusion of the topic and presents views on future prospects.The paper reviews and sorts out home and overseas theories and academic documents focusing on emergency response to Internet public opinion involving urban rail transit,analyzes and sums up the models of and solutions to online public opinion management.By the case study of Chengdu,it provides first-hand and authentic information and data obtained from the interviews with the staff of Chengdu Rail Transit Group Co.,Ltd.and Chengdu Internet Public opinion center,and analyzes them using the theories of public crisis management,synergy of multiple entities and 3Ts.Through the theoretical analyses,in-depth face-to-face interviews and utilization of experience for reference,the article,in full consideration of Chengdu's environment for media development,and new normal of economic and social growth,discusses the city's current mechanism of emergency response to online public opinion associated with urban rail transit,and its problems and causes.In the case study,the author proposes,from the perspective of public management,countermeasures and approaches of enforcing and improving the city's mechanism of emergency response to online public opinion arising from urban rail transit,so as to enhance its capability of rationally and effectively guiding the opinions.
