How to accelerate the balanced development of compulsory education on the basis of realizing educational equity is an important topic of concern to the people today.In order to achieve balanced development of compulsory edueation,we must first have sufficient educational resources.Since the Nineteenth National Congress of the Communist Party of China,the educational system has been thoroughly reformed,and the level of educational public service and the ability of educational governance have been continuously improved.However,cultural differences and differences in economic development between regions make the level of education uneven.To solve this problem,first of all,to achieve the balance of educational resources.The so-called balance of educational resources is reflected not only in the balance of hardware resources,but also in the equalization of teacher staffing.In recent years,a new system has emerged in the education industry-teacher exchange rotation system.Some qualified teachers need to leave the unit and go to other schools in the region to carry out teaching work.After a period of time,they will rotate again and eventually return to the original unit.From the current situation of our country's implementation of teacher exchange rotation system,for the balanced allocation of teachers,all over the country has achieved remarkable results,but there are also some problems in the teacher exchange rotation system.Taking the development of compulsory education in J District of Tianjin as an example,based on combing the policies and documents,the author thoroughly explores the implementation status of the policy of teacher exchange rotation in J District and the problems existing in the system of teacher exchange rotation in promoting the balanced development of compulsory education,analyses the causes of the problems,and puts forward reasonable suggestions through questionnaires and interviews.The research shows that the reasons for the problems of teacher exchange and rotation policy in J District of Tianjin can be divided into:the differences between urban and rural schools,the lack of a perfect exchange and rotation system,the lack of reasonable supporting measures and so on.On this basis,the author believes that the policy of teacher exchange and rotation in District J should start with eliminating the differences between urban and rural schools,perfecting the system of teacher exchange and rotation,supplementing the supporting measures in the areas where the schools are located,standardizing the procedures of teacher exchange and selection,reforming the system mechanism,ensuring the orderly implementation of the system of teacher exchange and rotation,and then promoting the balanced development of compulsory education.
