Art education is an important carrier of school aesthetic education and an organic part of all-round development education.It plays an important role in cultivating students' thinking and independence abilities and forming good habits of independence.Due to the deep-rooted influence of exam-oriented education,there are still many puzzles and problems in the art education of primary schools in China.Although researchers have done more research on the causes of problems in fine arts education,and put forward many constructive countermeasures and suggestions.However,there are few empirical studies based on the implementation of regional art education and even fewer studies on the problems existing in regional primary art education.In this dissertation,43 art teachers,320 parents,467 students,school aesthetic education administrators and Y district teaching and research staff from 10 primary schools in Y city were selected as the research objects.The methods of interview,questionnaire and observation were used to understand the current implementation status and existing problems of art education in primary schools in Y city.It is found that there are problems in the art education of urban primary schools in Y City,such as weak qualified teacher sources,insufficient teaching equipments and single course forms.The main reasons for the existence of these problems are as follows: First,the concept of fine arts education is poor;Second,the distribution of fine arts education resources is uneven;Third,the evaluation system of art education is not perfect;Fourth,the institution of art education is not perfect;Fifth,parents' understanding of art education is not in place.In view of the problems and causes of fine arts education,from the perspective of education management and governance,this dissertation proposes the countermeasures for promoting art education in primary schools: First,let the multi-subject clear the orientation of fine arts education,deepen the reform of fine arts teaching,so as to change the educational concepts.Second,to perfect the allocation of teaching resources,we need to optimize the teaching staff,strengthen the construction of conditions and promote the integration of disciplines.Third,schools,teachers and students should formulate multiple evaluation standards,implement and promote evaluation monitoring,and promote evaluation reform.Fourth,set up the leading group of fine arts education and all kinds of management agencies to strengthen the institutional guarantee;To perfect the management system of fine arts education by standardizing the management of fine arts teaching on many bases.Fifth,we will build a multi-stakeholder synergetics governance mechanism that integrates families,schools,the government and society.
