Local governments develop secondary vocational education can ease the shortage of skilled workers for local businesses, local accumulation of human capital, at the same time help to promote equitable education. On this basis, Beihai, for example, describe the status of secondary vocational education development on the evidence and the micro level, the fulfillment of the functions of local government in secondary vocational education, In-depth analysis of the performance of their duties which problems and causes, Such as, Funding is limited due to local economic backwardness, relevant laws and regulations are incomplete, management system is not entirely scientific, administrative concept behind in local government, "path dependence" ideology, etc. Finally, drawing on the country’s mature experience in fulfilling government functions, Based on the theory of limited government and new public management theory that local governments should recognize the importance of secondary vocational education, clarify their position and enhance service functions; Increase investment in the allocation of resources, encourage community involvement; decentralization in the management authority, less intervention to school-enterprise cooperation; On the regulatory and policy development continue to improve, ensure the healthy development of reform and secondary vocational education.
