With the continuous transformation,upgrade and quality improvement of China’s industrial structure,a large number of high-quality technical and skilled talents are urgently needed for national construction and development.Vocational education,a type of education for training skilled talents,undertakes the important educational function.Being in the vocational education stage of cultivating high-quality technical and skilled talents in high school,secondary vocational education is a very important basic chain in the modern vocational education system and has trained a large number of “blue collar”technical talents for the development of national and local economy.Local governments are the main force to promote the development of secondary vocational education and play a very important role in China.Therefore,how to better promote the development of secondary vocational education by local governments is a problem worth studying.City S has a permanent population of more than 10 million.In recent years,with the continuous optimization and upgrading of the city’s industrial structure,the contradiction between supply and demand of talents in enterprises is prominent,and the shortage of skilled talents has become the important factors restricting and affecting the sustainable,healthy and stable development of the city’s economy.In order to solve this problem,City S vigorously has developed vocational education,especially secondary vocational education,and has achieved remarkable results.However,there still exists some management problems on city government.In this thesis,public goods theory,the synergetics and human capital theory together with the methods of literature research,interview and questionnaire survey are used to analyze the reasons on the problems in the City S ’ s management,such as insufficient government’s investment in secondary vocational education,the incomplete promotion of school-enterprise cooperation and coordination,the imperfect recruitment and incentive mechanism of secondary vocational teachers,and the unmatched professional layout and local industrial economy.Meanwhile,the following optimization strategies are also proposed,such as strengthening the government ’ s attention to the development of secondary vocational education,fully mobilizing the enthusiasm of multiple school-running subjects,improving the management mechanism and completing recruitment and incentive mechanism of teachers etc. |
