From secondary vocational education of nursing in new China's early days, nursing education now has transformed into multi-level school structure in which secondary, undergraduate, and master education co-exists. According to both "Reform-and-development Planning for Nursing, Pharmacy and Medical-related Higher Education" jointly issued in 2004 by the Ministry of Health and the Ministry of Education and "A Guide for Strengthening Vocational Education of Health" issued in 2006 by the Ministry of Health, its training mode and future development have to take new challenges in terms of its educational goals and policy-making. Based on literature review, surveys, and comparisons, this thesis is an in-depth analysis on the current development, achievements, and problems of the secondary vocational education of nursing in Shaanxi. The theories of public goods, government functions, and government behaviors are adopted in order to put forward, from a macro point of view, what measures that those related government departments should take in its development.This thesis consists of five chapters. The first one is an introduction of research background and significance, research object and ideas, and research methods. Based on the theories of public goods and government functions, the second chapter explores the nature of secondary vocational education of nursing, and analyzes the basis and necessity of government-led management. In next chapter, the current development, achievement and problems of secondary vocational education of nursing in Shaanxi are unfolded through literature, data, and comparisons and so on. The positive and negative effects of government behaviors in the development of secondary vocational education of nursing in Shaanxi are analyzed through the theory of public management in chapter four. Five proposals are given to deal with the partly missing of government behaviors in its development:first, the government should coordinate the development and control the scale and lead it into group development; second, financial investment should be increased to strengthen the infrastructure; third, the school-enterprise cooperation should be promoted; fourth, the management system and resource distribution should be optimized and the comprehensive strength of the school should be enhanced; last, the systems of education assessment, educational quality supervision and faculty management should be improved.Innovation:it's a relatively systematic and objective analysis, study, and statistics of the current secondary vocational education of nursing in Shaanxi Province and it reveals what status and role that the government should play here; some suggestions are provided to solve the problems in terms of the government.
