Basic education is the most important part of the centennial plan of education,and it is also the premise of life development.In recent years,basic education has attracted more and more worldwide attention.Based on the theory of teacher human resource management and two-factor incentive theory,this paper makes a profound research and analysis on the current situation of basic education teacher management in Wenzhou by means of questionnaires and interviews.Through the research,we not only find out the present situation of teachers' management of elementary education in Wenzhou,but also further summarize and sort out the existing problems or deficiencies in teachers' management,and then put forward targeted strategies to optimize the path of teachers' management.Through research,this paper holds that,on the whole,the management of elementary education teachers in Wenzhou has achieved good results and presented a good development trend.However,from a local point of view,there are still some problems or deficiencies in individual links:(1)There are some defects in the teacher recruitment and appointment mechanism;(2)The allocation of teachers' resources is unscientific,the structure of professional titles does not match the actual needs,there is waste of resources,and the distribution of resources among regional schools is uneven;(3)The effect of training and re-education is poor,the training method is simple and backward,and the formalization is serious.The training content is out of line with improving teachers' professional level and teaching quality,and has low correlation with career development incentives;(4)The effect of incentive assessment is average,the evaluation of reward and punishment system is average,and the setting of performance assessment indicators is unscientific.In order to further promote the healthy development of elementary education teachers' management in Wenzhou,aiming at the above-mentioned problems,this paper holds that if we want to change the present situation of elementary education teachers' management in Wenzhou and optimize its management path,we must do a solid job in macro and micro aspects.Among them,the following two strategies should be adopted in the macro aspect: The first is to strengthen the government's guidance and supervision;The second is to build an efficient policy management system;At the micro level,the following four measures should be taken: Firstly,optimize the structure of teachers;The second is to improve the teacher recruitment mechanism;The third is to improve the teacher training mechanism;The fourth is to cultivate teachers' team cooperation spirit.
