Abstract/Summary:
In China,regular senior high school education is an important "hub" for linking up compulsory education and higher education together.Along with the comprehensive development of educational business,the regular senior high school education is gradually popularized from original "elite education",functions and effects thereof are also gradually sublimated into the integrated development of student personality.In recent years,Yingkou Education Bureau carefully implements the work requirements of the municipal Party committee and the municipal government upon the improvement of the teaching quality of regular senior high school education,positively explores diversified talent cultivation mode and continuously strengths the reform of important fields and key links,takes the new college entrance examination and new course reform as the drive power,focuses on teacher team construction and takes the comprehensive improvement of the educational teaching quality as the basis in order to effectively promote the integrated and personal development of students and accordingly promote the excellent characteristics development of regular senior high schools.However,many regular senior high schools still pay excessive attention to"exam-oriented education" and take enrolment rate and college entrance examination scores as main pursuit goal,thus causing characteristics insufficiency and fuzzy difference and forming the so-called "homogeneity" phenomenon.In this way,it is not only difficult to meet students’ requirement for personal and integrated development,but also not easy to meet the social requirement for innovative talents.With the development of society,science and technology,characteristic high schools have been built on the basis of demonstrative high schools against the requirements of students for diverse development and society for diverse talents since 2010.Yingkou City has been actively established such special high schools since 2012,adhering to the quality and characteristic development,closely focusing on the new entrance examination reform and new curriculum reform,and promoting the development of quality,characteristics and diversity in ordinary high schools in the region.It has been adhered to the road of "dominant projects-characteristic schools-brand schools",and its development of characteristic ordinary high schools has achieved fruitful results through carrying out advantageous projects,promoting diverse school systems,innovating talents training models,and strengthening education supervision and assessment.Currently,there are 8 provincial demonstrative ordinary high schools in the region,1 provincial characteristic high school,and 2 experimental characteristic high school schools.Other schools have also gradually formed their distinctive school styles.However,the author found that the characteristic development of characteristic ordinary high school in Yingkou City is still limited to several ordinary high school and only reflected in some aspects;Government macro guidance is more than actual implementation,evaluation and inspection are more than substantive guidance;too much emphasis has been laid on appearance and publicity rather than connotation and continuous development;the characteristic management mechanism is superficial,the content of characteristic is simple,and the characteristic courses are not practical.All these problems may be ascribed to misunderstanding to the concept of characteristic development in ordinary high schools and the weak awareness of characteristic development;lack of government guidance,systematic planning and development ideas,but also lack of related policies and financial guarantees;the transition rate as the main evaluation method,and the incomplete evaluation mechanism;government’s focus on results rather than on the process;low professional level of teachers,lack of advanced school concept by the principal,and the teacher unadaptable to the professional development model;less focus on construction of special courses,and the goal of increasing the rate of enrollment instead of integrating into the existing curriculum system.At present,the major task of high school education in Yingkou City is to form a group of characteristic ordinary high schools with distinctive characteristics,high quality and influence in the province that have a certain influence,and then form a new pattern with different characteristics in the entire region.Ordinary high schools should be encouraged and supported to adapt to local conditions and run schools independently,so as to achieve characteristic development and meet the development needs of students’ different personalities constantly.The author explores and proposes ways to promote the development of the characteristic ordinary high schools in Yingkou City practically:against the backdrop of "Internet+".the orientation of development should be clearly defined,characteristic development plans should be formulated based on actual science,and attention should be paid to the combination of government-led development and the independent characteristic development of ordinary high schools.In addition,educational supervision and evaluation methods should be innovated,the "professional compulsory+individual optional" method of teacher training should be implemented,and a special curriculum system should be built to meet the different needs of students.Through the positive impact of the development of the characteristic ordinary high schools in Yingkou City,a certain demonstration and guidance role will be shaped for related work in other cities.
