Research On Local Government’s Response To Online Public Opinions

The rapid popularization and popularization of network information technology has led to new changes in social production,created new space for human life,expanded new areas of national governance,and greatly improved the ability of human beings to understand and transform the world.However,the Internet is a "double-edged sword"after all.This virtual space has also become a hotbed for the germination of online public opinions.Social public opinions collide,interweave,fuse and ferment in the complex network environment,and even evolve into network crisis events.Online public opinions are full of ups and downs,including rampant online rumors,increasingly fierce personal attacks and vulgar online spoofs.The negative impact of online public opinions brings huge challenges to social stability,regime stability and national security,and unprecedented pressure on the public management of the government.Local governments are responsible for assuming the function of public management,effectively governing online public opinions,resolving crisis and contradictions,and responding to public demands.It is their duty and obligation to help social order.However,in reality,some local governments often fail to respond to online public opinions and are even "stretched" and "in a mess".In view of this,it is particularly urgent and necessary to establish a more scientific and effective response mechanism and mode,establish a more scientific and effective response mechanism and strategy for online public opinion,and improve the ability of local governments to guide and handle online public opinion,which is also the meaning of promoting the government’s "good governance".From the perspective of local government governance,this paper collects the components,trigger mechanism and evolution process of online public opinions,summarizes the characteristics and types of online public opinions,and thus builds an analysis framework for online public opinions.On this basis,with the combination of quantitative and qualitative research methods,this paper explores the evolution trend of the total amount of public opinions,netizens’ emotions and field types of hot events in China in the past five years,deeply analyzes several typical cases in jiangsu province,and discusses the deficiencies and problems of local governments in the disposal of public opinions.Drawing on the advanced experience at home and abroad,the paper puts forward optimized approaches and scientific solutions for local governments from the perspectives of concept transformation,mechanism improvement,rule of law promotion,industry self-discipline guidance,and deepening education and publicity,so as to effectively improve government management capacity and accelerate the construction of service-oriented government.
