Teacher qualification of primary school is a professional certification system implemented by the state for practitioners of primary education,and it is the first step required to become a primary school teacher.Therefore,a reasonable and scientific primary school teacher qualification system is of great significance to the development of primary education in a country.The United States is the first country in the world to implement primary school teacher qualifications most aspects of the system have undergone reforms and have developed relatively well.Due to the late start of our country's primary school teacher qualification system,there are still many aspects that should be improved.Now we compare the the qualification systems for primary school teachers in China and the United States.Because of the differences in politics,economic development,and culture between the two countries,the qualification systems for primary school teachers have their own characteristics.When learning from the successful experience of reform in the United States,we must proceed from the actual situation in our country,put forward feasible suggestions for the further reform of our country's primary school teacher qualification system and improve it.This article mainly analyzes the laws,regulations and policies promulgated by the Chinese and American governments on the primary school teacher qualification system through the literature analysis method,the method of comparison,the historical research method,and the comprehensive analysis method.It reviews the historical development of this systems of the two countries,and on this basis,summarizes the respective historical development characteristics of the primary school teacher qualification systems of the United States.After comparing the qualification system of primary school teachers in China and the United States from the aspects of primary school teacher qualification and certificate management,it is concluded that the United States has more advantages than China in terms of primary school teacher qualification and certificate management: the United States has a higher standard of recognition than China,the standards and content are also clearer and more specific which have strong practical guidance;in the process of identification,the United States pays more attention to the screening of applicants,the assessment of applicants' actual education,teaching abilities and their own qualities,and has implemented a series of targeted measures;It is also more diverse in terms of American composition of certification bodies for Non-governmental,non-profit organizations and government departments cooperate well with each other.It is more scientific,fair and objective than the single certification body in China;The United States has more detailed certificate types for the management of primary school teacher qualification certificates,and is more professional in terms of integration.Finally,based on the actual situation of our country,the following suggestions are put forward for the future development and reform of primary school teacher qualification system: First,on the opposed side of the policy,the government should formulate a more specific policy that keeps pace with the times;Secondly,in terms of accreditation,educational standards should be raised,assessment of applicants' actual teaching ability should be detailed and carry out diversified reforms to the certification standards,introduce a probationary period system,and introduce professional,de-administrative,and diversified reforms to certification agencies.
