With the development of education in social status, more and more people have focused onteachers. The professional ability、status and role of teachers has been recognized by many countries.Teacher professionalization has become the mainstream of the development of teacher education allover the world. As a standard which can measure the quality of teachers, the development situation ofthe system is a direct reflection about the level of teacher professionalization. Teacher qualificationsystem is not only related to what kind of person can be teachers, but also to the development andmaturity of teachers in the future.This paper is in the back of the new curriculum reform, author analyze the further demands forteacher qualification according to the new curriculum reform, and confirm that the professionalqualification of teachers is not only the key part of teachers system but also a high-spot inspection inteacher qualification system. This paper is on the basis of literature study, author draw a conclusionthat there are several questions: first of all, the primary and elementary school’s teachers are generallyin low degree; second, the educational practice isn’t highly concerned; third, the qualificationcertificate hasn’t been authenticated at regular; fourth, lacking of technical training and authenticmechanism.For the problems mentioned above, comparing with teacher qualification system of Germany,the United States and Japan, author sum up several advantages which are revelation to improveteacher qualification system in our nation. At the last chapter, author unite teacher life longdevelopment closely around, reconstitute our primary and elementary qualification system, thesuggestion is listed following: first, improve and perfect laws and regulations of teacher qualificationin our country; second, raise the standard of educational background appropriately, then pay moreattention to inspection of teaching skills, build up a scientific system; third, abolish lifetimeemployment of teachers, form a mode of detaching training and authentication; fourth, innovateeducation traineeship in teacher qualification system.
