Primary and secondary school teachers’ qualification system (shorten form PSSTQS) is a legal professional license system for primary and secondary school teachers, enforced by a nation. Among the countries that first practiced teachers qualification system, U.K has established its primary and secondary school teachers’ qualification system conforming with the actual situation in U.K.. China also has done so since 1990s. Due to the common features of education shared by different countries, the thesis makes a comparative study on Anglo-Chinese primary and secondary school teachers’ qualification system in three aspects:the history, the qualifying and the management of PSSTQS in U.K. and China. Based upon all this, the thesis summarizes the advantages and disadvantages within PSSTQS in China, draws lessons from the development of PSSTQS in U.K., and offers some countermeasures and suggestions for the development and reform of PSSTQS in China.The main methods used in the thesis include documentation method, historical approach and comparative study. Based upon a brief introduction to the historical evolution of PSSTQS in U.K. and China respectively, the thesis is about to probe into the different causes that lead to the development of PSSTQS n in U.K. and China respectively, to make a comparison between U.K. and China in the qualifying and the management of PSSTQS, with aiming at the summary of the advantages and disadvantages of PSSTQS in China and British respectively. Specifically, the thesis comprises six parts.Part One is Introduction. This part is about a brief introduction to the thesis, mainly covering seven aspects within this research:the motivation, the aim, the significance, the scope of research, the content, literature review, methods and the definition of core terms.Part Two is about the historical evolution of PSSTQS in China and British respectively. Focusing on the Anglo-Chinese laws and regulations, educational policies, this part analyzes the characters of the historical evolution of PSSTQS in China and British respectively, probes into some historical causes that lead to the different historical evolution of PSSTQS in China and British respectively.Part Three is a comparison of the qualifying of the primary and secondary school teachers’ qualification between U.K. and China. The comparison concentrates on four aspects:the qualifying standards, the qualifying methods, procedures and institutions, with aiming at the summary of the characteristics of PSSTQS in China and British respectively.Part Four is a comparison of the management of the primary and secondary school teachers’ qualification between U.K. and China. The comparison focuses on two aspects:the types and the management of the primary and secondary school teachers’ qualification certificate in U.K. and China.Part Five is about the advantages and disadvantages of PSSTQS in U.K. and China. This part is based upon the previous three parts.Part six is about the lessons from PSSTQS in U.K. for the development of PSSTQS in China. This part offers some pieces of advice for TQA and management of TQC. The advice for QTQ has four pieces:firstly, the improvement of teachers’qualification standards; secondly, the reformation of the qualifying examination contest; thirdly, the establishment of the probation system of PSSTQ; fourthly, the establishment of specialized qualifying institution. The advice for MTQC has two pieces:firstly, the subdivision of PSSTQC; secondly, the reinforcement of MTQC.
