Socialism with Chinese characteristics has entered a new era,and it is the task of The Times to strive to build a contingent of high-quality,professional and capable teachers,and it's an important issue in the construction of the teacher team in the new era.Teachers are the source of establishing and promoting education.The level of primary and secondary school teachers is the key to improving the national quality project.Therefore,it is necessary to improve the access system of primary and secondary school teachers to ensure the professional level.In order to content the needs of education reform and development,China has been exploring the reform of primary and secondary school teachers' qualification access system,and the size,structure and quality of the teachers have been significantly improved.However,due to the late start and short implementation time of China's primary and secondary school teacher qualification access system,there are still problems such as difficulties to achieve policy objectives and difficult organizational management.At the same time,there is a lack of professional belief and morality in the primary and secondary school teachers.Therefore,it is necessary to further deepen the reform of the qualification access system of primary and secondary school teachers and improve the overall level and specialization of the teachers.Based on this,this paper takes the primary and secondary school teachers' qualification access system as the research object,Smith's policy implementation process theory as the theoretical tool,and K city in Henan province as the case study,following the logical thinking of "Basic research--Development process--Current situation description– Problems and Causes – Ascension paths".Firstly,this paper reviews the domestic and foreign research on the access system of primary and secondary school teachers' qualifications;Secondly,on the basis of defining the core concepts,the paper summarizes the characteristics and main contents of the qualification admission system;Then,taking K city of Henan province as an example,this paper reviews the reform process of the primary and middle school teacher qualification admission system and outline the current status of the implementation of the current primary and secondary school teacher qualification admission system,analyzes the problems in the implementation process,and explains the causes of the problems.Finally,based on the analysis of the problems and causes,this paper puts forward the improvement path of the primary and secondary school teachers' qualification admittance system reform.The research finds that there are four problems in the implementation of the primary and secondary school teachers' qualification access system: First,Blurred admission policy of primary and secondary school teachers' qualification;Second,Difficulties in organizing qualification examinations for primary and secondary school teachers;Third,Insufficient environmental protection for teacher qualification access policy;Fourth,Distorted assessment of teacher qualification.The main reasons for the problems include: Rough qualification access policy provisions,The lack of independent functional departments to organize and implement,The feedback mechanism for implementation evaluation needs to be improved and Weakness of access criteria and policy objectives.Therefore,it proposes the following improvement paths for the reform of primary and secondary school teachers' qualification access system: Firstly.Strengthen the construction of the institutional system of primary and secondary school teachers' qualification access;Secondly.Establish the primary and secondary school teacher qualification access system mechanism;Thirdly.Improve the organization and management of primary and secondary school teachers' qualification access;Fourthly.Raise standards for selecting primary and secondary school teachers.
