China’s postdoctoral system has been implemented for 36 years.As early as 1985,under the initiative of Mr.Li Zhengdao,China’s postdoctoral training system was established in the form of official documents.Over the past 36 years,my country’s postdoctoral system has experienced rapid development,and the results of cultivating high-level talents have been remarkable.Shandong is one of the first provinces to implement the post-doctoral system.Up to now,both the number of stations and the number of recruits ranks third in all provinces in the country.However,in the process of attracting and cultivating talents,post-doctoral scientific research workstations also have many problems such as unclear positioning,poor channels,and weak guarantees.This article sorts out the historical evolution of postdoctoral and workstation development,and analyzes the process of introducing and cultivating postdoctoral work stations as an example.It explores the rules of the influence of government policies on the development of workstations,and tries to use tools such as the triple helix theory to sort out the government,enterprises,and universities.The different roles played by the three parties in the postdoctoral system.In the research process,using questionnaire surveys and other research methods,using a combination of qualitative and quantitative methods to investigate the current situation of the introduction and cultivation of Shandong workstations,listen to the voices from the workstation and post-doctoral levels,and point out the influencing factors in the post-doctoral introduction and cultivation mechanism.And expand the analysis.The study found that the lack of tripartite overall coordination is the primary problem of the current workstation induction mechanism.Furthermore,the lack of attractiveness of the platform,the low level of investment,and the lack of guarantees for staying in Shandong restrict the healthy development of workstations.Based on the analysis of the post-doctoral introduction mechanism,this article puts forward system optimization suggestions for improving the introduction and breeding mode of Shandong workstation,and puts forward feasible suggestions at each step.First,strengthen overall coordination and improve the work system;secondly,increase the intensity of talent introduction,enrich the publicity methods and talent discovery paths;thirdly,improve the training evaluation mechanism,implement classified training,classified evaluation,key assessment,and increase funding;finally,improve the leading guarantee Measures to ensure that young post-doctoral talents play a role.
