With globalization and the deepening of industrial division, the competition of overseas talents introduction is getting fiercer. Entering the 21st century, China sets Strengthening Country with Talent as one of its national strategies. Afterwards, policies for overseas talent introduction were successively made by central and local governments. Compared with other provinces, Shanghai, JiangSu and Zhejiang enjoy sound economical prospects, mature infrastructure and innate historical and geographical advantages, which determine their superior competitiveness on overseas talent introduction. This essay lays the focus on comparing the policies for talent introduction made by Shanghai, JiangSu and Zhejiang government, by the means of case study, comparative analysis as well as referring to overseas related theories and successful practices, in order to analyze the current status and difficulties of talent introduction policies and to deliver suggestions.In 2008, to promote Strengthening Country with Talent strategy, China initiated a series of policies for overseas talent introduction among which the major policy is One Thousand Talents Plan. However, there existed defects in those policies no matter they were made by the central or local government. The essay reviews the talent introduction policies made by Shanghai, Jiangsu and Zhejiang of the past year in retrospect. By the means of comparative analysis, the essay concludes that the key problem of the central government policies is the rigid introduction standard, and the key problem of local government policies is that the concrete measures are too similar, leading to cut-throat competition and narrow local barriers. Meanwhile, most local government policies are not systematic and integrated. Meanwhile, most of them just focus on the preferential policies such as subsidies. Therefore, the effects of overseas talent introduction are not satisfactory.The essay takes Wuxi’530’Plan as an example to analyze the features and difficulties of the overseas talent introduction policies made by Shanghai, Jiangsu and Zhejiang. We can see that it will never be effective for local governments to adopt fragmented policies that shift one’s troubles onto others. Comprehensively, the ever smaller location gap, the isolated talent introduction channel and the simplified measures all lead to cut-throat competition in the field of overseas talent introduction in Shanghai, Jiangsu and Zhejiang.Above all, considering the theory of competition and cooperation among governments mentioned above, the essay suggests that Shanghai, Jiangsu and Zhejiang should introduce overseas talents in union to integrate the overseas talent resources efficiently and harmoniously, such as signing Overseas Talent Introduction Cooperation Framework Agreement, developing standardized overseas talent system, establishing a department to deal with the overseas talent introduction issues, and adopting flexible talent flow policy. For instance, the residence register and personal files remain the same even if the working place is changed.
