In China,the problem of rural teachers’ development has existed for a long time and has been paid more and more attention in recent years.In March 2014,China promulgated the national new-type urbanization strategy(2014-2020),marking that China has officially entered the new-type urbanization stage.The original intention of the new-type urbanization is to balance the allocation of resources,promote the balanced development of urban and rural areas and the urbanization of rural education.It provides a favorable development platform for rural education,but also brings new impact and challenges to rural teachers.In the process of new-type urbanization construction,the development of rural teachers has created new difficulties.What is the new dilemma of rural teacher development?Can the existing rural teacher development policy effectively deal with the new problems of rural teacher development?How to improve the rural teacher development policy so as to promote the better development of rural teachers?This paper uses literature,field survey,questionnaire,interview and policy text analysis to carry out research.This paper is based on Society Ecosystems Theory,believed that under the background of the new-type urbanization,there are four levels affecting the development of rural teachers.Based on the literature review of the domestic research on rural teacher development policy in the past decade,and combined with the questionnaire results and interview information about rural teacher development obtained from the field survey in Jizhou District,Tianjin,it is found that rural teachers are facing three new dilemmas: Career Plateau and increasing loss,the contradiction between the limited level of human capital and the requirements of professional development and rural teachers’ ideal and belief wavering.In addition,through the analysis of the existing rural teacher’s development policies,it is found that there are still some defects in rural teachers’ career development policy,rural teachers’ professional development policy and rural teachers’ security policy,which make it impossible to effectively solve the new problems of rural teachers’ development.Therefore,this paper puts forward corresponding policy improvement suggestions to further promote the development of rural teachers and even rural education.
